THE REAL VALUE OF

8

The Encyclopædia Britannica."

THE TENTH EDITION,

Offered Temporarily in China at the London Prices.

The ENCYCLOPÆDIA BRITANNICA, of which the Ninth Edition was com- pleted thirteen years ago, at once assumed, and has drmily retained, a position of par. amount authority. Upon its own plano and in its own field it has absolutely no com- petitor. Its plane and its field are indeed of its own creation, for no other library of reference has been ever planned upon so comprshonsive a seale, or constructed with so uncompromising & determination to make the very best possible book without counting the cost. The sum of £300,000 was spent on it.

The men who made the Encyclopedia were seituowledged masters of their subjects; and not only that, they were accomplished literary men as well. In supplying in- formation they produced literature. In collating facts, they gave to an ordinarily dull and uninteresting task a charming quality of stylo, a literary finish, and a sound érudition possible only in the case of a writer who is not less a scholar than a specialist. 1 therefors happens that while the Encyclopedia Britannica is a monumont of learning, it is always eminently readable. Many of its treatises are classics of their While they are encyclopedia sort, and are recognised as such in the world of letters.

in scope, they have little of the typical encyclopaedia atmosphere. A more brilliant series of papers were never published-nover, certainly, within the covers of an encyclopedia than these exquisite monographs, written for us by the most scholarly pens of Great Britain, with a firm, sure note of authority. These have passed into literature, in not a few instances they have been published in book form, and were they lest to us English literature would be measurably impoverished.

Berein, therefore, lies the real, the parent value of the Encyclopaedia Britannica-that it represents the highest literary achievement mind and money can produce. It was built without regard to expense. The foremost writers in their several departments were employed to contribute to it, and in this connection it is worthy of note that perhaps the greatest distinction a literary-man can win is to have contributed to the Encyclopaedia. Written and printed in accordance with a plan of prodigal expenditure such as no other work ever enjoyed, the Encyclopaxdia Britannica embodies the sum of human knowledge in a masterly compilation whose chief characteristic is its imperial breadth of low and eosinopolitan range, ignoring a thousand little facts that are easily obtainable in the smaller works, in order to ensure a generous and fitting exploitation of the great truths of history and human experience. It was a large and a noble undertaking, whose usefulness will endure for ever.

Not to appreciate it is to declare oneself insensible of the highest and best in literature.

THE TENTH EDITION.

The work now offered in China by The Times) (London) is the Tenth and latest elition. This consists of the original twenty-four volumes of the last edition and the supplementary volumes which Tho Times' has prepared in order to bring the work up-to-date. The Encyclopedia is therefore the one work which contains not only tho history of the past, but the newest facts, the most recent discoveries of seience, the latest statistics, and which deals authoritatively with every phase of contemporary life, political, industrial, sociological, literary, artistic. The sum of £200,000 was spent on the original twenty-four volumes, and in perfecting the now volumes to outlay has been more than £100,000

THE BOOK.

The Encyclopedia is contained in thirty-three volumes, and there have been added a thirty-fourth volume, which deals exclusively with maps, and a thirty-fifth volume The index has been built upon an which is a gigantic Index to the whole work. entirely new plan, and contains not less than 600,000 entries,

THE BINDINGS.

The Encyclopedia is offered in four styles of binding: cloth, half leather, three. quarter, and full leather. Each volume weighs about 7 pounds. So bulky a work necessarily requires, for every day use during many years, a good stout binding, and THE TIMES recommends subscribers to purchase either of the leather bindings in preference to the cloth. The three-quarter ieather is The Trats' special bind. ing, being durable as well as beautiful.

MONTHLY PAYMENTS.

Note:-The foregoing prices can apply only to the first impression of the New Volumes which The Times' has prepared in order to bring the original 24 volumes of the Encyclopedia Britannica up to date. An extraordinary demand for the Sup plement has made it possible to offer the 30 volumes for considerably less than the prices at which they can be sold hereafter. More than 30,000 persons at home who already possessed the early volumes have subscribed for the supplement, almost all of them in advance of its publication, so that The Times' was enabled to make one consecutive run on the presses, and thereby to effect a large reduction in manufactur ing cost. Subscribers in China are for the moment, ou exactly the same footing as subscribers in England, but orders should be registered promptly, as it will not be possible to guarantee indefinitely the acceptance of orders in China at the Eondo prices, with the additional concession of free carriage from London to Shanghai and....... Hongkong.

MONTHLY PAYMENTS.

The convenient and well approved system of acquiring the Encyclopædia Britannica by monthly payments has been tried by The Times, with great success, in all parts of 628 the world, and it will now be extended to China. By this plan the subscriber pays $20 down, und $20 each month, on a given day, but he receives the antiso set of 35 volumes upon receipt of the preliminary payment of 829. The number of monthly payments will vary according to the binding desired, as follows :--

Before asking you to pass the report and accounts I will, as is usual, make a few re- marks with regard to the more important matters which havo transpired since our last annual meeting. The year under re view has been a busy one so far as the Chamber has been concerned, and a num- ber of important questions have been dealt with, reference to the published 7,597.60 correspondence contained in the report will show. In addition, the year 1902 will $90,077.96 always stand out prominently in our history, as it has seen the Coronation of our gracious ruler, His Majesty King Edward VII. We joined with the whole Empire in the grief with was felt at his sudden and danger- ous illness; together we rejoiced at his complete recovery, and it was with feelings of thankfulness, as well as of joy, that we all joined in celebrating this important event. THE EMPIRE AND CHINA,

Our relations with China have, during the year, we trust taken another long stop forward by the signing at Shanghai, on the 5th September, of the treaty prepared by the Special Commissioner, Sir Jamos Mackay. Although like all questions of this sort we canurit hope to find an un- animous expression of approval given by all concerned, still, if this treaty comes into force and its terms are loyally carried out by the Chinese officials, it cannot but prove of great and lasting benefit to China and those other powers engaged in trade with her, thus materially advancing the prosperity of this Colony. We have not as yet heard that the terms of the Shanghai treaty have been accepted by any of the we know, other treaty powers, but, as negotiations are now being carried on which we hope may result in a satisfactory agreement being arrived at between the various Governments concerned in the matter.

On the 1st November last, a new pro- visional specific tariff was brought inte force by the Imperial Chinese Maritime Customs as provided for under the terms of the Peace Protocol of 1901, and this has, I believe, up to the present, in the main worked satisfactorily." (Applause).

I have only one other point to refer to. We have recently had brought home to us in a forcible manner that Great Britain and her Colonies are an entity, and that we, as a far distant outpost of that Empire During the past year your Committee under whose flag wo dwell in safety, are have carried on some further correspondence closely bound up with the well-being, not with the Joint Telegraph Companies on the only of the mother country, but of our question of their rates, and we can only ex-brother Colonists throughout the world. press our extreme dissatisfaction with the The Committee has recently been asked by attitude taken up by these Companies, the Government whether we approve of Bearing in wind the fact that rates from the 24th May being fixed as a public holi: Empire Day' India have been roduced, and a reduction day to he observed as of over 20% has been given the Straits, we throughout the British Dominions. Mr G. H. Medhurst seconded the motion for the adoption of the report, and congratulated the committee up the result of their work. Ho regrotted that the Telegraphic Companies had not seen their way clear to reduce the telegraph rates to Europe, and he trusted the recom- mendations being made by the Chamber DOUGLAS STEAMSHIP COMPANY, with regard to the compulsory adoption of the proposed official vocabulary would have the desired effect, as otherwise the to all business firms would be cost enormous, if they had to revise and reprint their codes. Ho expressed the hope that the negotiations now being carried on by the various Treaty Powers would ultimately result in a series of new treaties, based more or less on the lines of the Mackay Shanghai Treaty,' as such could not but result in a large increase in the trade with China, benefiting all concerned. They were indeed fortunate in having a Minister at Peking who was so keenly alive to the importance of seeing that their trea- ties wore not violated by the local Chinese authorities, and were doubly fortunate in their present Consul-General at Canton, who had repeatedly shown himself both determined and able to protect their inter- ests. (Applause.) The Chairman had re- ferred to the new Admiralty Dock, and he trusted that the petition so extensively signed would lead to the present site being available for the expansion of the City, which was so much needed. (Applause).

During the year 1902 the health of the Colony was more satisfactory than has been the case for some years past, but unfor-

A most important measure known as the Public Health and Buildings Bill has now been brought into force, and this, coupled with the more adequate water supply, which, we trust to secure within a measurable distance of time, cannot fail to have a very marked effect upon the general health of the Colony, and will put an end to there recurrent epidemics of plague, which have at intervals during the past ten years so seriously affected our free intercourse with surrounding countries and cost us so heavily not only in life, but also financially.

Hongkong Tides.

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zoro of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard_add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the hoight given in the table.
