The ENCYCLOPÆDIA BRITANNICA, of which the Ninth Edition waa com- ploted thirteen years ago, at once assumed, and has truly retained, a position of par- - amount authority. Upon its own plano and in its own field it has absolutely no som- petitor. Its plane and its field are indeed of its own creation, for no other libery of reference has been over planned upon so comprehensive n seals, or constructed with so uncompromising a determination to make the very bost possible book without southing the cost. The sum of £300,000 was spent on it.
The men who made the Encyclopedia were acknowledged masters of their subjects; and not only that, they wero accomplished literary mon as well. In supplying in- formation, they produced literature. In collating facts, they gave to an ordinatily dull and uninteresting task a charming quality of style, a literary finish, and a sound erudition possible only in the case of a writer who is not long a scholar than a specialist. It therefore happens that while the Encyclopedia Britannica is a monument of learning, it is always eminently readable. Many of its treatises are classics of their sort, and are recognised as such in the world of letters. While they are encycloparlia in scopo, they have little of the typical encyclopadia, atmosphere. A mere bilant series of papers were pover published-nover, certainly, within the covers of an encyclopedia than these oxquisite monographs, written for us by the most scholarly pens of Great Britain, with a firm, sure note of authority. These have passed into literature, in not a few instances they have been published in book form, and were they lost to us English literature would be measurably in poverished.
Heroin, therefore, lies the real, the permanent value of the Encyclopedia Britannica-that it represents the highest literary achievement mind and money can produce. It was built without regard to expense. The foremost writers in their several departments were employed to contribute to it, and in this connection it is worthy of note that perhaps the greatest distinction a literary man can win is to have contributed to the Encyclopedia. Written and printed in accordance with a plan of prodigal expenditure such as no other work over enjoyed, the Encyclopædia Britannica embodies the sum of human knowledge in a storly compilation whose chief characteristic is its imperial breadth of view and cosmopolitan range, ignoring a thousand little facts that are casily obtainable' in the smaller works, in order to ensure a generous and fitting exploitation of the great truths of history and human experience. It was a large and a noble undertaking, whoso usefulness will enduro for ever.
Not to appreciate it is to declaro oneself insensible of the highest and beat in literature.
THE TENTH EDITION.
The work now offered in China by The Times' (London) is the Tenth and latest edition.
This consists of the original twenty-four volumes of the last edition and the supplementary volumes which The Times has propared in order to bring the work up-to-date. The Encyclopaedia is therefore the one work which contains not only the history of the past, but the newest facts, the most recent discoveries of science, the latest statistics, and which deals authoritatively with overy phase of contemporary life, political, industrial, sociological, literary, artistic. The sum of £200,000 was spent on the original twenty-four volumes, and in perfecting the new volumes l'e outlay has been more than £109,000
THE
BOOK.
The Encyclopedia is contained in thirty-three volumes, and there have been added a thirty-fourth volume, which deals exclusively with maps, and a thirty-fifth volume which is a gigantic Index to the whole work. The index has been built upon an entirely new plan, and contains not less than 600,000 entries,
THE BINDINGS.
The Encyclopedia is offered in four styles of binding: cloth, half leather, thres quarter, and full leather. Each volume weighs about 7 pounds. So bulky a work necessarily requires, for every day use during many years, a good stout binding, and THE TIMES recommends subscribers to purchase either of the leather bindings in preference to the cloth. The three-quarter leather is "na Tixes' special bind- ing, being durable as well as beautiful.
MONTHLY PAYMENTS.
Subscribers may pay for the work in full, or they may pay $20 a month towards the cost. The number of monthly payments varies according to the style of bind- ing preferred, being 17 payments for cloth, 21 for half leather, 23 for three-quarter leather, and 24 payments of $25 for full leather. A preliminary payment of $20 is required to register a subscriber's name, and the entire set of 35 volumes ie despatched as soon as possible after receipt of the first payment.

An Imperial Ordinance has been gazetted in Japan with reference to the prohibition of the forgery and circulation of foreign coin, paper notes, and bank notes. Those who counterfeit them and those who employ or receive them are liable to major imprisonment for less than one year or a fine not exceeding yen 200. MANSLAUGHTER.
A Chinese Constable, Fong Knu, was charged with the manslaughter of Chung Mo Kwan at the Au Tau police station on March 29. Accused pleaded not guilty.
Mr E. H. Sharp, K.C.. Acting Attorney. General, appeared for the Crown. Thoac- cused was undefended.
The Jury consisted of the following:- Frank Smythe, (foreman), P. Hardman, D. H. Cameron, G. Sole, H. A. Lammert, E. W. Tilden, and W. Clark.
Mr Sharp explained that the deceased not his death by being knock d down and assaulted at the Au Tau Police Station by the accused, on Maroli 29. Death was duc to rupture of the spleen.
Evidence was led, and the accused was found guilty by the Jury, who asked His Lordship to show mercy in passing sen- tence, owing to the fact that the abnormal condition of the deceased's spleen prior to the assault no doubt contributed to his death.
His Lordship said that ho quite agreed with the Jury, and thought that had the man's spleen not been in An abnormal condition tho

Had the accused, added His Lordship, been an ordinary citizen, he would have been set free, but it was necessary for him to demonstrate that the Chinese constables were not to abuso the powers placed in their hands.

London, April 22.-Scottish feeling is incensed that neither King Edward nor the High Commissioner to the Church of Scot- land will occupy Holyrood Palace on the occasion of the approaching official visite. The Kano Campaign. London, April 24.-The Emir of Kano, with 1200 Nigerian horseman and 200 foot, attacked a mounted patrol of 44 wen of the West African Regiment, under Lieutenant Wright, at Kotokoloss. Lieutenant Wright formed a square zaroba with donse thorns, and succeeded in repulsing 10 charges. The enemy had 300 killed, including 11 chiefs. Only one of the British was hit. Kumsang, from Calcutta and The Straits, left Singapore for this port on the afternoon of 14th May. The O. C.,S.S. Co.'s steamer Atholl ar- rived at Manzanillo on the 12th May, and was to sail for San Francisco on the 13th May.
The C. P. R. Co.'s s.s. Empress of Japan arrived at Nagasaki at 6.30 p.m., on Monday, the 18th May, and left at 5 p.m. on Tuesday for Kobe, where sho is due to arrive at 10 p.m., on

Tokio of observations taken by means of an au- tomatic tide-recording machine in the Wa-Kochi ter Police Basin at Tsim Sha Tsui during Nagasaki... the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.
