The Encyclopædia Britannica is the only book in which will be found the latest figures, the newest iteto, the most recent- discoveries of science, the most accurato maps, and which deals fully with every phase of contemporary life, political, industrial, geographical, literary, sociological, artistic.

A GREAT UNDERTAKING.

The task of the editors has not been an easy one. The decisive circumstances whigli affected the work of bringing the Lacy- clopedia Britannica up to date were peculiar. What form was the Tonth Edition to assumie ? The idea that the Tonth Edition should be an entirely new work, that should take up the history of the world from the beginning again, had only to suggest itself to be dismissed. Advance have been made, and events have occurred which are not to be found in the existing twenty-four volumes of the Ninth Edition; but the advances have not been of so revolutionary a character as to diminish the value of the matter contained in the twenty-four volumes-so far as it goes, nor do new events affect the record of the past, if that record is as brilliant and authoritative ng are the contributions to those twenty-four unrivalled volumes. The production of a new edition of a work of reference is often an occasion, not merely for making additions of new matter, but also for improving the matter that is already in existence. In this case although there was very much to add, there was nothing to improve. Only an unreasonable love of innova- tion for innovation's sake could have recommended the plan of producing a Tonth Edition afresh from the beginning, an edition which should not only contain the new knowledge for which the times call, but also cover again the ground already so admirably covored in the existing twenty-four volumes.

The history of England, for examplo, broke off with the accession of Queen Victoria, and here very obviously an addition was needed; but there would have been no possible excuse for re-writing the history of England up to the death of William 1V., since that history had been written by Professor Freeman and Professor Rawson Gardiner, and it may well be doubted whether any two- or twenty-historians to-day could contribute so fine a treatise upon the subject. No shadow of a reason could have been found to justify the re-writing of that article, and the purchaser of the Tenth Edition would have had no reason to be grateful to the new- Editors had they decided upon such a course.

The lines of modern biological science could not be laid down better than they were by Huxley, Romanes, and the other eminent men of science whose contributions went to give the twenty-four volumes their lasting place in the world's literature. Not even in a branch of science that has seen such great advances as electricity were the contributious of such nuthorities as Professor Chrystal, or Dr John Hopkinson, become valueless-what they lacked could be added.

It was, then, a foregone conclusión that the recent history and new knowledge, which so urgently called for another edition of the national work of reference, should be added in the shape of new volumes, and the form which the Tenth Edition thus necessarily assumes, possesses certain distinct advantages of its own. THE RAILWAY.

The annual general meeting of seat. holders in the Union Church was held last | night—Rov, C. Fl. Hickling prosiding.

The report and accounts for the year |1902-03 were submitted and passod, the accounts showing a balance in hand of $225,33 as compared with $1367.26 at the commencement of the year. It has to be borne in mind, however, that exceptional expenses had to be incurred during the year.

Votes of thanks were awarded the various ladies and gentlemen who had assisted in the Church work-during

the year, and special mention was made of the services of Dr J. C. Thomson

Mr W G.. (Hon. Secretary) and. Humphreys (Hon. Treasurer).

CANTON, May 7. the Canton-Fatshan

The grading on section of the Sam Shui branch is nearly finished. The contracts for all grading, bridge-building, etc., through to Sam Shui have been signed. The bridges, so far as possible, are to be built of stone. Two locomotives for this branch line left New York a month ago, and are coming out via Suez. The line as far as Fatshan, which is to be a double track, is expected to be open for traffic in October, and I am told that trains will be running to Sam Shui before the end of the year.

The following was the report presented by the Committee of Management :-

The forecast, in the last report, of the arrangemen's connected with the change in the pastorate was in due course ronlised. In view of the impending departure of the Rev. G. J. and Mrs Williams, cordial farewella were taken at social meetings held on the 24th and 25th of April. To extend a welcome to the Rev. C. H. and Mts Hickling, congregational social was held on the 29th of May, and occasion was taken at this meeting to express to the Rev. T. W. Pearce the Church's sense of obligation for his service during the interval between the pastorates. The Hon. Treasurer's statement of accounts, showing an income of $7,839.83, including balance carried forward of $1,367.26, with a credit balance of $225.33 at the end of the year, must be regarded as thoroughly satisfactory in view of the special circumstances of the period under review. The accumulated balance at the beginning of the year proved practically sufficient to meet the extraordinary expen- diture involved in the coming from England of the new pastor. In view of the condi. tion of the Church fabric, the Committee undertook its thorough renovation and in ternal decoration, and this work is now proceeding. The congregation was invited io contributo $1,600 to cover the cost. very generous response resulted in a sum of 81,877 being placed at the Committee's disposal. This proved especially oppor tune, as in course of the operations more repairs than had been anticipat- ed were found necessary. It is proposed to deal with the exterior of the bulding af- ter the rainy season. THE PLAGUE EPIDEMIC.

Closing the Chinese Theatres. At the meating of the Sanitary Board yesterday, Hon. Dr J. M. Atkinson (President) mored that the Board recom- niend the closing of Chinese theatres during the prevalence of the present epidemic of bubonic plague. It must be evident to members of the Board, he said, that the congregation of large numbers of people at such times as the present was inadvisable. In 1901, the same course was pursued, and he thought it very desirable to take this precaution now.

Colonel Webb seconded.

The Secretary read the reply, in the course of which the contractor stated that the nuisances complained of by Mr. Hewett were no doubt his coolies' fault. This evolution resulted in the 14 rator class, with restrictions as to sail area (450 square feet), beam (6 feet), and lead on keel (12 cwt.) being adopted.

The Alannah was the last boat built to that class, and she cost, more than two years ago, 81,500, including cost of sails and design.

Two years ago, the Y.L.A. changed the rating rule, and the question aruse whether the R. H.K. Y.C. should follow suit, and at the same time abolish the restrictions mentioned.

The O. S. S. Co.'s steamer Achilles left Victoria, B.C., on 19th April, for Kobe and Hongkong.

The Boston Steamship Co.'s s.s Shawmut arrived at Vladivostock on 26th April. The N. P. Co.'s .s. Victoria arrived at

Yokohama on the 2nd May.

Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au. tomatic tide-regnding machine in the Wa- ter Police Basin, at Tsim Sha Tsuf during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet

3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to, the height given in the table.
