no strong dissentient voice. Not since the stirring days when Mr Gladstone throw the House into a delirium of ex- citement over debates on his Home Rule Bill has there been such an epoch-mak- ing announcement as that, which the Irish Secretary, with clear, telling. phrases, laid before his fellow Ministers. Mr Gladstone's scheme of dunk own- ership has proved utterly futile, but Mr Wyndham's idea of volun- tary sale, rendered possible by Eng- lish generosity, should redeem agricul tural Ireland from the slough in which she has so long floundered. Such good terms are offered landlords that they have every inducement to sell tho land, which will, practically be present- ed to the peasant to cultivate to its It was feared that the British taxpayer would have a deep complaint that so much money was to be expended out of England, but Mr Wyndham has managed the financial difficulties with such economy and care that at no time will the annual charge exceed £390,000 on the Estimates. The total gift, £12,000,000, will be raised by addition to the land stock, and a new stock to be floated in London,

CARMICHAEL AND

tic Mr Perks, who seems to have forgot ten his suburban railway schemes, the Nonconformists are massing together with the determined effort to resist any form of Government which will not repeal the new Education Bill, but not 721 even the settlement of the land difficul- ty will induce Irish Roman Catholics to abandon their dream of an Irish Univer-* sity. And so the fence is more 'wobbly' than usual, and even if the country is appealed to, now that the Con- servatives have made peace with the publicans, united action may well lift them over the present torrent of public dissatisfaction and land them in power once again.

of stocks yielding a better dividend. Then there is the anticipated issue of the Transvaal Guaranteed Loan, which, with equally good security as Consols, will, it is generally expected, give a return And in connection with per cent. this Boan, there has been a slow but steady purchase of South African shares at a low price, the buyers entertaining the popular belief that, when the Loan is once fairly floated, business will
go up by leaps and bounds. The London 'County Council also is in need of money to the tune of £18,000,000, so no wonder Consols are on the verge of touching 90, instead of standing at be- tween 106 and 113 as they did in 1897-98.
The East India Association and the Central Asian Society are admirable in- stitutions for laying before observant students of our Asiatic interests, truc situations as affecting British power in various places in the Far East, It is a pity they have not the power to carry out some of the reforms they so aptly outline. Under the presidency of Sir Charles Dilke, Mr J. D. Rees has read an exceedingly well-thought out paper on Russian policy in South Persia, which forms the north-west frontier of India. He pointed out how we hayg allowed our trade to decline, notwith- standing Russia's evident resulve to assume virtual protection over Persia and to oust us from our occupations. But now comes the hidden danger: with
Russia paramount in Persia, it would
be ensy-for live, to nequire the lease of a port in the Persian Gulf: and, in the event of hostilities, there would be an open route across which she could pour her troops into our Indian Empire. With this so carefully explained, it seems a pity the Government take no steps to revive our influence in this im- portant position.

YACHTING IN HONGKONG. To the Editor of the CHINA MAILA!

Sin. In reading the account of the past season's yacht racing in your Saturday's issue, it struck me that you did not do justice to the delights of racing in the One. Design Class, May I be allowed to point a few of the advantages of such a class in a harbour like Hongkong?
THE KING IN PARIS. President Loubet received the King at the Elysée, and after an interview of twenty minutes His M-jesty returned to the British Firstly, as regards the relative cost of the two classes. There is that the two countries might be regarded as now no restriction in the case of yachts built for the championship class, and I am the champions of peaceful progress and in a position to say that future yachts built civilization. The King's reception overy. where has been remarkably enthusiastic, and His Majesty has expressed himself highly gratified with his reception, not only by the officials but by the general public..
The
for this class will cost, including the de- sign and sails, very nearly double the price paid for the present one-design class, Secondly, the great charm of this sport lies in the excitement of having four or five boats close together throughout a race. The beginner bus an opportunity to learn the tactics of racing, trin of sails and the tidos and winds of this tricky harbour in a way that he could never do in rater class. Everything is put down to the lines a boat, but one learns, in the one-design class how much also depends on the tries of the boat and her sails.

Aiding and Abetting Stowaways.
At the instance of Captain Beetham, of the S.S. Tartar, a native mess-boy of the ship was charged before Mr F. A. Hazeland, this morning, with aiding and
abotting two men to stow themselves on board the ship, while on the voyage from Hongkong to Vancouver, on the 21st March. Captain Beetham gave evidence as to the report made by the Chief Officer, Mr J. H. Davis, of the discovery of two|? stowaways on the 21st March. In con- sequence of the report, he sent for the No. 1 boy, the defendant, who admitted that he assisted them. Mr Davis also gave evidence stating that he found the men hidden in the linen locker. The two stow aways were liberated at Vancouver, as some of their friends volunteered to pay their passage. Mr Hazeland imposed a fine of $150 on the accused, with the alternative of one month's imprisonment..

sail area, displacement and length over all, as the Dione's, there is no doubt (in my mind, at least) that the Dione would be nowhere in a race.
One other point is the disposal of the yacht on leaving the Colony or giving up racing. The work put into the yachts by the Dock Company is so excellent that boats built for the Championship are perfectly sound for years after they are hopelessly outclassed for racing. There is not an extensive markot for yachts outside Hongkong, and the result is that the Colony is full of out- classed raters bought for a mere song by. men who like sailing and who would pro- pably race if they had a chance of doing so without going to the expense of building. In the case of the ong-design, dlas, this sanie excellence of workmanship, almost a disadvantage with the raters, will enable an owner to sell his yacht, for as much or nearly so as he gave for her. Hoping that theso arguments will induce others to join the writer as

THE NEW FRENCH REMEDY
TRADE
THERAPION
MARK.
This successful and highly popular remedy, as employed in the Continental Hospitals by Ricord, Rostan, Jobert, Velpeau, and others, combines all the desiderata to be sought in a medicine of the kind and surpasses everything hitherto employed.
THERAPION NO. 1
in a remarkably short time, often a few days only, removes all discharges from the urinary organs, superseding injections, the use of which does irre- parable barm by laying the foundation of stricture and other serious diseases,
THERAPION NⱭ. 2
for impurity of the blood, scurvy, pimples, spots, blotches, pains and swelling of the joints, secoD- dary symptoms, gout, rheumatism, and all diseases for which it has been too much a fashion to m ploy mercury, sarsaparilla, &c., to the destruction of sufferers' teeth and ruin of health. This pre- paration purifies the whole system through the blood, and thoroughly eliminares every poisonous matter from the body.
THERAPION No.3
for nervous exhaustion, impaired vitality, sleepless. ness, and all the distressing consequences of early: error, excess, residence in hot, unhealthy climates, &c. It possesses surprising power in restoring strength and vigour to the debilitated.

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table,
