The East India Association and the Central Asian Society are admirable in- stitutions for laying before observant students of our Asiatic interests, truc situations as affecting British power in various places in the Far East, It is a pity they have not the power to carry out some of the reforms they so aptly outline. Under the presidency of Sir Charles Dilke, Mr J. D. Rees has read an exceedingly well-thought out paper on Russian policy in South Persia, which forms the north-west frontier of India. He pointed out how we hayg allowed our trade to decline, notwith- standing Russia's evident resulve to assume virtual protection over Persia and to oust us from our occupations. But now comes the hidden danger: with

Russia paramount in Persia, it would

be ensy-for live, to nequire the lease of a port in the Persian Gulf: and, in the event of hostilities, there would be an open route across which she could pour her troops into our Indian Empire. With this so carefully explained, it seems a pity the Government take no steps to revive our influence in this im- portant position.

Theft at the Post Office.

While an Indian soldier was having a money-order mado cut at the window of the Post Office, a native crept up to him unseen, and snatched $1 from his pocket. The theft was witnessed by some other Indians, who had the thief arrested. This morning, before Mr Komp, the culprit was sentenced to six weeks' imprisonment.

The Vagaries of Exchange.

On Saturday, 16th April, exchange stood at 1/7 per dollar. Killed at Polo.

'Bought and Sold Like Pigs."

At the complaint of four native lads, Sergeant Grant arrested Wong Kam Yeung, who the lads accused of having-kidnapped them from Haiphong to Hongkong. This complainants stated at the Station that they had been bought and sold like pigs.' and were again sold to another native at Hongkong, to be taken to Singapore. The morning, Wong Kami Young was brought before Mr Kenip, charged with the offence.

He was remanded.

Aiding and Abetting Stowaways.

At the instance of Captain Beetham, of the S.S. Tartar, a native mess-boy of the ship was charged before Mr F. A. Hazeland, this morning, with aiding and

abotting two men to stow themselves on board the ship, while on the voyage from Hongkong to Vancouver, on the 21st March. Captain Beetham gave evidence as to the report made by the Chief Officer, Mr J. H. Davis, of the discovery of two|? stowaways on the 21st March. In con- sequence of the report, he sent for the No. 1 boy, the defendant, who admitted that he assisted them. Mr Davis also gave evidence stating that he found the men hidden in the linen locker. The two stow aways were liberated at Vancouver, as some of their friends volunteered to pay their passage. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table,
