..y Dr Ho Kai, it is necessary to hear a mind that rival interests are at work In native circles here. Dr Ho Kai and 3e Wei Yuk are the recognised leaders of the Chinese community, and represent The Chinese on the Legislative Council; and it is an open secret that certain natives regard these gentlemen with a jealous eye. The question of a High School was the peg upon which to hang an objection to the draft of the Petition and the draftsman of the precious peti- tion. There can be no doubt that the two Chinese members of Council deserve well of their nationals. With the exception of one or two Chinese firms with close connections in the southern port, hardly any of the Bangkok rice mills have been doing business with Singapore for some little time past. The purely Singapore dispute with the rice brokers on the question of sampling first stopped the trade, and the state of the market here has not favoured its resumption. There is no demand from Singapore and indeed there is little enough doing with Hongkong. The price of rice shows a downward tondency, and the Bangkok millers aro refusing the price that the cultivators and. middlemon are demanding for their paddy, In one or two cases boatloads of paddy have gone back to the district from which they came, and at present there is only a small amount coming into Bangkok. The A New York telegram dated the 11th majority of the mills are doing little work, one or two, we understand, having even inst. states:-Despite the conflicting re-shut down. Altogether business in the rice trade is decidedly slack, and there is no pro- spect of any decided improvement before May. The millers cannot sell their bills to advantage, and if they were to pay a price that would bring large quantities of paddy into Bangkok, they would un doubtedly lose. What we are witnessing now, we take it, is the process of local con- ditions adjusting themselves to the appecia tion of the gold value of the tical. It used to be argued that it was the Indian cultivator who was the grostest loser by the adoption of the gold standard in that empire, and that is probably correct. But in the end the cultivator does not lose by a measure that has proved itself necessary for the financial stability of the country, and the cultivator in Siam also will have to accept the position. Rice in the ma ket to-day is a commodity with a sterling value; the tical has appreciated; and therefore fewer of them can be paid for the commodity. The same adjustment will take place in the price of importa. though the impatient householder 2. Will the Colonial Secretary give an may find it hard to believe.
