A Red Light will be exhibited from a White Polo surmounted by a circular shape erected on Princes' Wharf which will, when kept in line with Woosung Lighthouse, lead undway between the Lismore Wreck Light-boat and the 12-foot contour of the Woosung Spit, this being the line of deepest water, The two lights in line will bear S. 76° 33′ W.

The Woosung Light remains White from the bank of the Yangtze to the N.W.-ward of the Lighthouse to S. 22" W. It will be altered to Green from $. 29 W. to S. 64° 50′ W. and to Red from S. 64° 50 W. to the left (or Western) bank of the Woosung River.

The Fort Buoy will be shifted 550 feet S. 27° 20 W. from its present position, and from it the Woosung Lighthouse will bear S. 87° 45 W., distant 5.3 cables; and be moored in 14 feet at Low Water of Spring

Tides.

SYIRA

A 10-foot conical Buoy, painted in Red and Black Vertical Stripes, and surmounted by a Black spherical cage, will be moored in 18 feet at Low Water of Spring Tides on the North-eastern edge of the Woosung Spit, and from it the Woosung Lighthouse will bear S. 62° 15 W., distant 10.1 cables.

The least water at present on the line between the Outer End of Princes' Wharf and the position in which the 10-foot buoy is to be placed on the North-eastern edge. of the Woosung Spit should not Icks than 10 feet; and on the eastern edge of the Green sector, not less than 11 feet at Low Water of Spring Tides.

On and after the 15th instant, the Outer Bar Signals will indicate the depth of water on the line when Woosung Light and the Red Light placed on Princes' Wharf are in

CAUTION: From 2 to 3 feet less water tl. n that signalled will be found between the above mentioned 10-foot buoy and a pont 700 feet north of the Lismore Wreck Light-boat. Vessels taking up an anchor- age outside Woosung will be requested to avoid doing so near the line of the Oater Bar Leading Marks.

In the drafting of this petition, I havo. purposely and carefully avoided all allusions and statements which might be in any way ffensive or objectionable, and I think I have been successful in making no allega. tion which is not literally true and capable of proof; and therefore, I am at a loss to account for the charges that the Petition is barefaced attempt by a few of the Chinese to control the affairs of this Colony," and that the Petition contains a number of misstatements of fact which.have aroused the indignation of a large section of the European Community.' You have a copy of the Petition before you, and even at the risk of trespassing somewhat too lengthily on the space of your paper, I must endeavour to prate to you, taking the Petition pargraph by paragraph, that there is no foundation whatsoever for the charges made against it.

Paragraphs 1 and 2 contain a description of the Petitioners and the nature and extent of their intorests in the Colony. I can con ceive no objection to these paragraphs.

Paragraph 3 slates that past administra tions were characterized by justice and ability and for which the Chinese are duly ob- grateful, there cannot possibly be any jection to that surely.
