A Protest to Congress.
In the Chinese Immigration Act which has just been passed by the Philippine Commission, we think (says the Manila Times) the Chinese merchants of the city have good ground for complaint. It is certain that if a similar law were passed compelling all Amoricans and Europeans to employ none but Filipinos in their business general indignation would be aroused and a demand made for the repeal And or modification of the enactment. with the Chinese merchants the necessity of having clerks of their own nationality is much stronger than with other peoples. They are essentially a peculiar people; their customs, religion, and private life are markedly different from those of other

Recent researches have shown that the Stegomyin is capable of living and of conveying in fection for some fifty or sixty days, and as the voyage between Panama and, say, Manila and Hongkong would occupy not more than thirty days at most, the danger of introducing yellow fever into Asia by this channel is no fanciful theory, but a ques- tion of practical hygiene. It is needless to point out the magnitude of such a possible Calamity, and the urgency of inducing the governments concerned to deal with the question in a practical manner.
