Russia is making open preparations to enter the Balkans, and if she does, 80, Austria will certainly do likewise, while Bulgaria is fighting principally by means of secret aid given to her kinsmen in the revolted statos. A. G. GORDON,

BELGIAN CRUELTY ON CONGO, There has recently come to light a story of most horrible cruelty practised by the Belgians in their dependencies in the Congo. It is stated by reliable corres- pondents that the Belgians in their treatment of the natives aro more crual than wore the Turks against the Armenians. There has been for a long time a disaffection among the Congo tribes for their Belgian rulers and outbreaks have occurred from time to time. These the Belgians have punished most severely and have slaughtered thousands of the tribes- men in the coldest blood.

AMERICAN HUMOUR.

An Appendicitis Dinner. San Francisco appears to have hit upon. a real novelty,, judging by the despatches which supply the details in the shape of an appendicitis dinner, given by a Miss Emily Rosenstern. All those invited had been operated upon for appendicitis, but no hint was dropped beforehand that this fact has aught to do with the assembly. Not until they had entered the dining. root did the guests become aware of the particular tic that made them all akin. The table was decorated with a suggestion of the experience.which it had been the lot of all present to undergo at some time. Upon a miniature equipped operating table, which held the centre of the board, lay a b'oudhaired doll, enshrouded in a sheet. All the appliances for an operation for appendicitis were at the doll's side, and with his little wax hand upon her little was pulse, stood a doll with white cap and uniform of a Surgeon. Near by was a small
