CRIME IN SINGAPORE.
Singapore is credited, and correctly 80, with having as largo a proportion of criminals among its population as any other city under the British flag. It cannot well be otherwise (says the Straits Times) when it is for criminals from all parts of the East to find a refuge here. This fact is patent, but while this so, it is not at all generally known what elaborate machinery has, with- in the last three years or so, been construct- ed by the Detective Department for the identification of criminals who have once fallen into the hands of the police. The system is almost perfect and withal simple. When a man is arrested the criminal do- partiment satisfies itself that he is or is not a now mail. If he has been in custody before, it is but the work of a few minutes to hunt up his record. If he has not been before in the hands of the police, his photo is taken first; then the impression of all the lingers of both hands is taken, and strange As it may sound, these impressions arc capable of primary classification into 1024 kinds, and these
may be further subjected to secondary
classification. A most complete record is kept of every criminal's antecedents. They are classified according to clans. Habitual criminals have separate registers, and the extent of the registers of deported criminais would surprise the ordinary reader. It may be claimed for the criminal department that it is almost, if not quite, impossible for a criminal once envicted to escape identification on any subsequent occasion when such identifica- Gion is desired. This is eminently satisfac- tory. It is, however, much to be desired that an improvement should be made in the machinery existing for the actual
crime detection of
distinguished from the identification of malefactors. In this respect we are not, it is to he feared, as far advanced as we might be. Protestantism is making progress among the Filipinos, so much so in Ma- nila that a new Presbyterian Church is being built to accommodate the Filipino congregations in the Binor do and Tondo

On the lines of the old Roman proverb, 'Call no man happy till he is dead,' I feel inclined to make a new one, Reckon noth ing accomplished until it is done'; for truly how often difficulties crop up even at the vory last moment. It is not safe to accept An expected fact as certain, till it has actually happened. Just at the last minute difficulties have arisen as to the qualifica. tions for voting for the election of the first Municipal Council of Kulangsu, with the result that the Consular Body have them- selves taken the bull by the horns, as it were, and have elected six inen to serve for the current year. The names of the first six Councillors are as follows:-Mr Akaba, of the Bank of Taiwan, a Japanese; Mr F. B. Marshall, of Tait & Co ; Mr W. S. Orr,
of Boyd & Co; Mr J. J. Dunne, of Jardino, Matheson & Co; Mr B. Hempel, of Pascdag & Co"; and Mr W. H. Wallace, of the Hongkong & Shanghai Bank, Mr Hempel is a German subject, the other four are British subjects.

The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tido-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet
3 inches below mcan sea level.
To obtain the depth of water on the tide gaugo at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamout Dock, Aberdeen, add 10 feet 6 inches to
the height given in the table.
