Louis Becke in the Divorce Court.
Sydney. February 11.-In the Divorce Court to-day, before Mr Justice Pring, Bessie Mary Becks sought to dispense with personal service of » petition "upon George Louis Becke. The marriage took place at Port Macquarie, in 1886, and there was one child of the marriage. The ground of the application for a dissolution of marriage, was desertion

The petitioner in her affidavits stated that she had not heard from the respondent since July, 1895, when she was informed he had left for England.” Mr. Justice Pring was not satisfied that sufficient steps had beco taken to ascertain the respondent's where abouts, and refused the application.

The Franco-Siamese Treaty. London, February 26.-I. Dolcassé has requested the Foreign Affairs Committee to suspend the consideration of the Siamese Treaty, the Governor of Indo-China having prepared a scheme, which will require pre- vious negotiation with Siam.
His statement is interpreted to mean that M. Delcassé is abandoning the ratification of the treaty in favour of the new one pre- pared by the Governor, who is known to support the Colonial Group's views.
Later.-It is semi-officially stated in Paris that Mr Delcassé is deferring the ratification of the Siamese Convention be causo Siam has shown no evidence of a desire to settle the economic questions according to the spirit of the Convention.

LONDON, March 13, 1903. On the occasion of the squiversary of the emancipation of the sorfs, the Tsar issued a manifesto proclaiming the prin- oiples of religious toleration of all creeds: announcing measures for the extension of rural self-government and for relieving peasants of forced labour. The manifesto is considered to be highly significant of concession to the growing liberalism in Russia.
John Seo, alias Tae Yet Chong, late of Sydney, New South Wales, died at his residence, No 142, Praya East, on the 11th inst., agod 72 years. He was the father of our citizen Tse Taan Tai, compradore of

Successful Trial of the 'A. M. Bisbee.'
Over waves, just sufficiently choppy to give a smack of severity to the test, the S. S. A. M. Bisbee steamed the measured mile in Kowloon Bay on Satur day in completion of her trials, prior to being handed over to her owners, the Shanghai Pilot Association. The run was most successful, giving a mean speed in two journeys of 10 knots, a margin of 1 knots in improvement of the contract stipulation. A trim-built sea-going boat capable of breasting bad weather, this new for Chinese waters. On Saturday afternoon, the annual prize meeting of the Hongkong Volunteer Corps, commenced on the 28th February, was concluded at the Naval and Rifle Association Ranges at Kowloon. The weather was favourable, on the whole, for good shooting, and some excellent scores were made. Shooting with the carbine, which is allowed points against the rifle, Bombardier Cameron won the Corps Championship, which has to be Won two years in succession before the cup becomes the property of a competitor.
