London February 22.-Advices from Belgrade stato that at the instance of M. Sarauf, a member of the Macedonian Com- mittee, who escaped arrest, seven fully equipped bands of 250 men each were formed in Macedonia last week.
A Turkish Commission has started for Albania to appease the Albanians who are opposing the Macedonian reforms on the ground of their favouring Christians to the detriment of Mussulmans.
The Russian and Austrian Ambassadors yesterday presented to the Grand Vizier the Macedonian refurm scheme and have
requested a prompt reply.
February 23. The Macedonian reform scheme recommends the appointment of an Inspector-General approved by the Powers with large and independent authority, the organisation of the gendarmerie by Euro- pean officers and the admission of Christains thereto. It proposes various reforms in the judical and taxation systeina. Local expenses will be the first chargo on provin- cial revenues.
The Sultan has accepted the Russo-Aus- trian scheme of reform in Macedonia.
February 24.-The Times' Moscow cor- respondent states that arrangements are completed for 280,000 men to join the colours the moment they are called. Ex- ceptional activity is manifest in the Russian Headquarters Staff.

Dear Sir, What is to prevent un-regis. tered architects making plans for contrac- tors, and then securing for their designs the signature of one of the gentlemen whose names appear on the Government little list, 'cumsha' being, of course, under- stood?
I do not suggest, for one moment, that any of the gentlemen at present registered would lend themselves to such a mean manner of scooping-in dollars; but I have heard it openly boasted by a certain in- dividual who does not hope to be put upon the list, that he can, in this fashion, do the Government one in the eye,' to quote his own words; and, given the necessary listed architect of little virtue, I do not see anything in the Act (the product of so much discussion and amendment), prevent him. The ride table givon below has been compiled at the Nautical Almanac Office. in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the 1887-8-9.
