channel has opened over the Woo sung Outer Bar, with a least depth of 12' 4" in it at Low Water of Spring Tides, i.e., with one foot Water fater than in the old channel,

To use the new channel entering Woo- Bar Lightboat at n sung, pass the distance of 13 Cables on the starboard haud and steer for the Fort Buoy. Caro is necessary to avoid being swept on to the lightboat by the flood tide, which in its neighbourhood runs athwart the channel.

Until the 28th instant, the Outer Bar Siguals will continue to indicate the depth of water in the old channel and the colour- ed sectors of Woosung Light will remain us before.

On and after the 1st March, the Outer Bar Signals will indicate the depth of water in the new channel.

Now York, February 11.—It was been authoritatively stated that the intention of the administration to return Governor Taft - to the United States in the Spring to succeed Secretary Root in the war office, has been abandoned for the present.

The intention now is that he shall remain in the Philippines until all grave questions are settled, among them" the friar land question.

Then, if no further contingency requires his continued presence in the Philippines, ho will return to the United States. If there is no vacancy on the Supreme Bonch at that time, he will be appointed Secretary: of War until such time as there is a rotire- ment, when he will be appointed a justice.

There has been a considerable change of sentiment in Congress in regard to the passage of a coinage law for the Philippines. It is now belloved that the House will accept the Senate bill with some few modifi- cations. Such an attitude has boen in- timated by several ... prominent Senators. This change of base is principally due to the efforts of the Administration, which, at the instance of the Philippine government, has beon making every effort to secure some definite action before Congress adjourns. The bill will go to conference in a few days. Washington, February 12.-The Pre sident and administration profess great disappointment at the failure of congress to pass a bill extending the gold standard in some form to the Philippines. It hoped that such a inea- had been sure would have become a law before this, and doubt that there will be any Currency legislation at all this season is now being freely expressed. It is feared that if congress adjourns without providing currency relief for the Philippines there will be further trouble in the archipelago.

He is still young cough to partake of the pleasures of youth, yet hus suffleient experience never to permit his heart to rule bis head; is moderato in all things, and wisely shy of hazardous enterprise. On being further asked which he couidered the happiest time in a woman's life, the philosopher pansed a long while, and when at last he replied he prefaced his nuswor by asserting liat this was the more difficult question of the two. Finally lie suid: • When she is too old to be called a girl, and not old enough to be called a womad without the word "young" prefixed to it. I am unable to be more definite, for the differences among worney pre greater than the differences among men. The healthy young woman sees only the brightest side of life, and to her vision the fature is filled with golden possibilities of which the mental anticipation is delightful.

In this prononneement it, will be noted that the wise old Greek uses the word 'healthy' in a qualifying sense, Omit that word and the sentence at ouce loses more than half its truth. Here is a case which will prove our statement. From the age of nineteen until I completed my twenty-third year, I did not know what it was to be well for a single day, writes Mrs R. A disastrous fire occurred in the Tondo district of Manila on the 15th inst. Over thirty houses were destroyed. The loss is estimated at about $10,000. None of the insurance houses is affected. One hundred and fifty houses were destroyed at Calumpit on the same day, and 700 people rendered homeless. The loss, estimated at $95,000, is not covered by insurance.
