A Blue Book issued shews that Ger- many, in July, sucgested joint action. It was agreed to make a naval demonstration, and seize Venezuelan gunboats, each to support the other's claims and to continue joint notion till both were satisfied.

Lord Cranborne said that the Germans found it necessary to sink two ships. The British Admiral was not responsible.

A German semi-official statement says that the vesso's sunk were so unseaworthy that they would have hampered the war- shipa' movements.

The advocates of refuse as a fuel seem overlook the important difference between refuse and coal or any other "fuel." Whereas the chief characteristic of a fuel is the constancy of its component parts, the very opposite holds good in the caso of refuse. If it should be desirable to obtain some approximately correct idea of the average hoat value of the refuse collected in some particular town or district. --though what us-ful purpose can thereby he served it is difficult to imagine-careful measurements of the amount of refuse destroyed and of the water evaporated should be taken over at least one year, and then it is quite possible that similar men- surements taken during the Following year would show a different result. If, in addi tion to these measurements, the boiler pressure be noted where the whole availabl hear is used to evaporate water, the varin- tions in pressure would be such as to disabuse the mind of any steam user of any false ideas on the subject,'
