settling thu claims. The Government was considering the matter. The Government had addressed to Venezuela three solemn warnings from June to November, and finally an ultimatum. Mr Haggard tele- graphed that he had received a reply to the Ultimatum, complaining that there had been no reparation for the Banrigh, adding that the Treasury was empty at present; but directly peace was restored ' Venezuela did not require reminding about her obliga-
tions.' We had since received the arbitr tion proposal, added Lord Lansdowne.
A Blue Book issued shews that Ger- many, in July, sucgested joint action. It was agreed to make a naval demonstration, and seize Venezuelan gunboats, each to support the other's claims and to continue joint notion till both were satisfied.
Lord Cranborne said that the Germans found it necessary to sink two ships. The British Admiral was not responsible.
A German semi-official statement says that the vesso's sunk were so unseaworthy that they would have hampered the war- shipa' movements.
It is understood that the arbitration pro- 2562 posal is strongly endorsed by the United
States.

Government had decided that, if fur ber coercion Wore

Venezuela has replied to the Italian Note, which was not an ultimatum, similar- ly to the manner in which she replied to England.
The Italian Minister is still at Caracas; but Italy has asked the United States to watch Italian interests.
The German warship Panther hus gono to Maracaibo to capturò, the remainder of the Venezuelan fleet.
Dec. 17. The American, Spanish, and Belvian Ministers have presented Notes to Venezuela demanding the most-favoured. nation treatment in the event of the settlement of the British and German claims.
The Italian Minister leaves Caracas to- day. He presented an ultimatum yester day demanding the payment of 60,000 dollars.
The revolutionary General: Hernandez had boun released froni prison and arrived at Caracas. where he was acclaimed by 10,000 people.

will be duly notified to neutrals, whoni the Government desired to inconvenience in the least possible manner.
Mr Healy asked whether the United States assented to the exclusion of its vessels by the blockade.
Mr Balfour r. plied that neutrals are not consulted when a state of war exists.
Calcutta December 17.-An Englishman cablegram dated London, December 16th. Hays the adjournment of the House of Commons was moved last night to discuss the Venezuelan affair. Mr Balfour in the course of a statement declared the crux of the difficulty is to be found in the outrageous treatment accorded to British shipowners and scamen and the invariable refusal of any compensation. He denied that Great Britain's financial claims were the origin of the dispute, and said this country was ready to agree to the appoint. ment of a tribunal to assess these claims, also that, Venezuela had suggested arbitra tion but only after the commencement of hostilities. Italy, ho said, was acting in. dependently of Great Britain and Ger- many.
THE FUEL VALUE OF TOWN REFUSE.
Mr Ed. De Segundo. A.M. Inst. CE, deals in an interesting manner, in the current issue of Page's Magazine, with a question of vital importance to users of destructors-the 'Fuel Value of Town Refuse. The article serves to dispose of Rome popular misconceptions. The evaporative power of refuse must of neces- sity be a fluctuating quantity and wholly anroliable, and all the improvements in Jestructors or

not alter matters in this direction in the least. If every offort is directed towards
turning the refuse destructor into a auxiliary steam producer for the town's electricity works, then the efficiency of the destructor qua destructor will be impaired. and, conversely, if a destructor is worked with a view to the attainment of the highest degree of efficiency in its legitimate sphere, à boiler fired by the products of combustion of tho refuse will be wholly unreliable for the purposes of supplying steam under conditions such as obtain in an electric generating station. If the heat utilised is arranged not to greatly exceed the minimum heat output of the furnace in use at any one time, there will obviously be no difficulty in utilising this portion of the heat of combustion for pur- pores requiring a constant boiler pressure, proper arrangements being of course ade
to
for the utilisation or disposal of the surplus steam, so that the boiler pressure will not be thereby unduly raised, and in these circumstances the utilisation of steam from a refuse fired boiler need not interfere with the functious of the destructor as a sanitary appliance. But it will never be possible for the engineer to rely upon refuse an a fuel for steam raising, in the way that many recent writers would have us believe. The advocates of refuse as a fuel seem overlook the important difference between refuse and coal or any other "fuel." Whereas the chief characteristic of a fuel is the constancy of its component parts, the very opposite holds good in the caso of refuse. If it should be desirable to obtain some approximately correct idea of the average hoat value of the refuse collected in some particular town or district. --though what us-ful purpose can thereby he served it is difficult to imagine-careful measurements of the amount of refuse destroyed and of the water evaporated should be taken over at least one year, and then it is quite possible that similar men- surements taken during the Following year would show a different result. If, in addi tion to these measurements, the boiler pressure be noted where the whole availabl hear is used to evaporate water, the varin- tions in pressure would be such as to disabuse the mind of any steam user of any false ideas on the subject,'
