Apart from the opinion itself, expressed by General Bragg, the roference to the use- ful but odorous pig was singularly unhappy. Goneral Bragg must be awarded the prize. Hongkong, as President Roosevelt has doubtless taken into consideration, is nine thousand miles from Fond du Lac, and mails are slow and infrequent. Besides, General Bragg may be testy, and somewhat disrespectful of Chinese mandarins without precipitating any diplomatic difficulties. Also any reference to pig-tails would be quite too com monplace to attract attention. As for the British, their bides are thick, and a fine, crusty old veteran, whose com- ments on affairs are rather picturesque and forcible than accurate and well-considered, will probably cause them no disquiet.

General Bragg is famous for his forth- right methods. In the Civil War he was. the brave and gallant leader of the famous Iron Brigade. THE FUTURE OF HAKODATE,

New Departure in the Pacific Navigation.

The last number of the Keizai Zasshi contains an interesting letter from a cor- respondent in Hakodate about the future

of that northern port as an anchorage in the Pacific Ocean, especially in connection with the navigation between the western coast of America and eastern Asia. This transoceanic connection has of late develop- ed unusual activity, especially that between Vladivostock and the Chinese ports, and has resulted in bringing Hakodate to a prominent place. In other words, the American-Asiatic steamers have gra- dually begun to take the shorter route, vi Taugaru Strait, and to call at Hakodate or Muroran, instead of following the former route, via the Inland Sea and coaling at Nagasaki or Moji. The Hakodate Customs, after inquiring into the subject, have arrived at the following conclusion as to The causes (1) Advantage of the tides, (2) regularity of weather, (3) distance from

Handsome Testimonial for

Sir George Birdwood. December 5. - A testimonial from the friends of Sir George Birdwood, on the occasion of his retirement from the India Oflice, will be presented on the 8th instant, which is his birthday, at the Society of Arts. The testimonial consists of a silver coffee service and 2,500 sovereigns.

The Kaiser and the Socialists.

Dec. 6. The wisdom of the Kaiser's personal campaign against the Socialists is questioned. The party is much too power- ful to be affected by Imperial denuncia- tions. The Emperor's acerbity is doubt- less enhanced by the recent determined obstructions on the part of the Socialists to the Tariff Bill which has converted the decorous Reichstag into a bear-garden, shocking the German's pride in national sobriety.

Great Britain and Italy. December 3.-Speaking in the Italian Chamber, Signor Prinetti said that Italy had assented to British operations in a por tion of the Italian sphere not yet under Italian dag or protection," provided they were so conducted as not to endanger the Colony of Benadir or the coast protectorate.

Hongkong Tides. The Tide Table given below has been compiled by the Nautical Ahmanso Office in London from the result of the anaigain

of observations taken by means of an su- tomatic tide-recording machine in the Wa- fer Police Basin at Tsim Sha Tsui during

the years 1887-8-9.

The zero of the table is Low Water Or- dinary Spring Tides, which has been found to be 2 feet below wean sea level.

To obtain the depth of water on the tide gange at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height piven in the table.
