RICKSHAWS AT SHANGHAI,

Municipal Council versus Owners.

We learn upon good authority (says, the Shanghai Mercury of the 10th inst.) that the action of the Municipal Council in refusing to grant licences for rickshawa whose owners reside in the French Settle- ment, as reported by us iu a local on Mon- day last, is liable to lead to further friction between the two Councils and probably with the Consular Body. As far as we can gather it is an attempt on the part of Municipal employees to repay the rebuff sustained by them over the recent jurisdic- tion question. The contention that this Council cannot prosecute owners of rick. shaws not resident hore falls to the ground when the record of a particular case said to have influence in the present question, is examined. It appears that two rickshaw coolics were taken by the Police hero to the Mixed Court, charged with being

•pium sinokers and unfit for their task, and their licenses were confiscated. The owners

of the rickshaws were then prosecuted in the French Mixed Court (they being re- sidents of that settlement) for hiring their licensed vehicles persons, and they were in turn fined. Apparently they were not fined sufficiently

satisfy the Council's employees as this new regulation has now been made. So far, beyond rumblings, thero has been no bouble, but when it is known that fully three-fourths of the licensed rickshaws are

●wned byresidents in the French concession, the seriousness of the new move becomes more evident.

Further, this unnecessary discrimination gainst the sister settlement must still more ncrease the friction between the two Councils, as it tends to induce the other Council to take retaliatory measures. For this reason we are strongly of opinion that the members of the Council should look Barefully into this matter. Though pro. iably considered as purely a question of executive to be left to the heads depart- wents, we feel sure the reversal of this now rule before disorder forces their hands would rebound to the credit of each mem- ber of the Council, and would do much to Jessen the friction which now exists between the two municipalities.

The British steamer Gaelic reports: Left San Francisco Nov. 15th, and Shanghai Dec. 14th. Across the Pacific, experienced moderate to strong winds with heavy N.W. swell Nov. 28th and 29th, in lat. 25.35 N., long, 176.12 E., was hove too for 25 hours in, a violent hurricane from N.E.. 'with terrific squalls and tremendous high and dangerous sens. From, Woosung to Heishans, fresh to light N. W wind and fine clear weather; Heishans'to Turnabout, light variable winds and fine clear weather. Turnabout. to Breaker Point, moderate to light N.E. wind and fine weather; thence to port, light variable winds and fine wea ther and smooth sea.
