The Manila Times of the 6th inst,

• Bayo:---

A cablegram from Vico-Governor Wright to Governor Taft, received last orening, announces that a bill embodying the Con samt financial plan has been introduced in congress with the design of giving im mediate relief to the degenerate currency system of the Philippines, and that there is prospect that the measure will be adopted. The telegram is silent as to any changes in the bill, and it is not known what, if any Silver has alterations have been made in it. sunk much lower in value since the plan was first outlined and it has beca folt hore that some change would of necessity be made in the intrinsic value and size of the Conant coins.

The general lines of the Conant plan as laid down in the report made by Mr Con- ant to the Secretary of War were as fol. lows:-

1. That there should be a distinctivo Philippine coin of silver which should be legal tender for 50 cents in the gold money of the United States.

2. That this distinctive silver coin should be known as the peso, should con- tain 25 grams of silver of the fineness of 0.835, and should be divisible into one hundred equal parts, called centavos,

3. That this coin should be issued by the government of the Philippine islands

in such quantities, to be determined by

That the distinctive coin should be maintained at par with gold by the limitation of the amount coined and by a gold reserve, to be constit- uted by the caigniorage derived from the coinage of silver bullion, and to be em- ployed, in the discretion of the Philippine government, for the direct exchange of silver for gold, and in such other waye as may be necessary to maintain the parity fixed by law.

5. That the Mexican silver dollar and other coins now in use in the Philippine islands should cease to be legal tender after specified dates, and that the new silver coins and the gold money of the Uni- ted States, whore not otherwise stipulated. by the contract, should be the sole legal tender for public and private obligations.

6. That the new coinage should be executed as far as possible at the mint nt Manila and should bear distinctive devices expressing the fact that it is is intended for use in the Philippine islands.

On the face of it, your argument would seem to be very convincing if not conclusive, but, from a personal in- Testigation I find the stato of things quite different. In Elgin Rond. Kowloon, to carry water for three persons livine on the ground floor it cost 80 cents per month for three tams of water per day (one tam is two ordinary Chineso buckets, of about four gallons). This rate represents about one cent per tam. Here it must be borne in mind that bouse rent is much lower in Kowloon, and the coolies can live cheaper than on this side. Now, admitting that each person requires one tam (8 gallons) of water per day if coolies can be obtained at this side of the harbour, where living generally is so much dearer, to carry for one cent per tuin, and there are on the average ten persons living on cach flat, the sun of per month per flat is at once arrived at. My estimate is there fore approximately correct. Mind you, it is only amongst the very poor class that women and children do any of this water carrying. Further, I would point out that it is not only the coolic class of Chinese who would suffer, as there are many Euro- pean families, besides Portuguese, Indians, the respectable class of Chinese and others who for economy's sake are compelled to live in tenement houses, and these will all have to obtain their supply from public taps, without the option of a motor on the enforcement of the Wator Bill. In that event, the demand for coolies for carriage of water and the price for their labour can well be imagined. You then go on to say

It is proposed that the Rider-main system shall be met by a contribution of $100 per house, on which, as the prophet of the Rider-main cult, with admirable candour, rells us, they cannot expect a return of more than from 25 to 50 cents per month

I ask you how many years will it take st this rate to recover the $100—the original contribution? There is no risk whatever allowed for in the above calculation, which must of necessity come against the landowners only. The Tide Table given below has been compi by the Nautical Akanao Office in London from the result of the analysis of observations taken by means of an av. tomatic tide-recording machine in the Wa. ter Police Basin at Tsim Sha Tsui during

the years 1887-8-9.

The zero of the table is Low Watar Or- dinary Spring Tides, which has been found to be 2 feet below mean sea love!.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 5 ft. ́ 7 in., and on the gango at Lamont Dock, Aberdeen, add 12 ft. in. to the height given in the table.
