The 9th Lancers" Case. Calcutta, November 21.-Since an in- correct account of the case of the 9th Lancers has appeared in the press, the Government of India has hon forced to

make an official statement of the facts, with the full knowledge and concurrence of the Secretary of State. On the 9th April the 9th Lancera arrived at Sialkot, There was a general carouse and heavy drinking in barracks; and a native cook was brutally assaulted by two men of the Laucers for failing to provide the men with native prostitutes. The cook died in hospital on the 17th April. Prior to the death an at- tempt was made by the egimental author ities to investigate the case. After dently there was a Court of Enquiry, consisting of officers of the regiment. The proceeding were described as perfunctory. Later, second enquiry was made by independent officers, but it was too late to ascertain the truth. A third enquiry by the General Officer Commanding was abortive.

Meanwhile a trooper of the 9th Lancers kicked a punkha coolie, who died of a ruptured spleen. He was tried by'a Civit Court and was fined.

It remained for the Government of India to enforce a stricter sense of discipline and to mark its gense of the wholly inadequate. attempt by the regiment to bring home the crime to the guilty parties. Hence the punishment of the regiment.

The Government of India caused the Regiment to be addressed in the following sense:-The 9th Lancers lie under the stigma of concealing a criminal assault. leading to the death of a defenceless native, committed by a man or men of the Regi- mens. In the opinion of the Government of India it is considered impossible to pass. over the conduct of regiment which lies under the stigma of concealing in its mnks one or more criminals, and such disciplinary action will be taken as to bring home to- the men of the Lancors that the Govern ment of India is determined that brutal assaults by soldiers on defenceless natives must be put down with a strong hand.

The regiment is informed that the pro posal of the military authorities to strike the Lancers off the strength of the troops selected to attend the Dürbar has not heen. accepted by the Government, because of the illustrious record of the Regiment, and the desire to spare it public disgrace.

The identity of the guilty men is now reasonably suspected.

We had established in India on absolutely unique empire. Nowhere was the British soldier treated with greater con- sideration and nowhere had he behaved better, Lord Curzon, since he took office, exercised the whole of his great power and influence in impressing on his compatriots that it was their duty to investigate out- rages of this kind with the utmost promp- titude and with as sincere a desire to bring the culprits to justice as if it was a Euro- pean who had been assaulted.

Lord George Hamilton paid a tribute to the record of the 9th Lancers and said he was afraid that on the night in question there was heavy drinking. He then enter- Nothing ed into the details of the case.

was done until the man's death; then a court of enquiry of the most perfunctory character was held. There were only four nativo witnesses and not a single white man belonging to the Regiment was called. The case went before the Lieutenant- General, who ordered a further enquiry, on which no officer of the regiment sat. said it was the bounden duty of the officers to lose na opportunity to clear the regiment from the stigma, The evidence of the second Court was insufficient to secure a conviction.

Shortly afterwards a native was killed a Civil by a Lancer, who was fined by Court.

The Military authorities took a serious view of the situation, and suggested the punishment which was inflicted.

Lord George Hamiltondefended collective punishment; and read a telegram from the Government of India showing the first result of the collective punishment. The telegram stated that the Commander of the Lancers had notified the Indian Gu vernment that the identity of the culprits was reasonably suspected, but that the evidence was insufliciont to convict.

Lord George Hamilton concluded by saying that this question was a very big one. Our success in ruling colourel races was due to the fact that we had established the perfect equality of races before the law, Much as ho valued the reputation of the 9th Lancers he valued the credit and the reputation of the Government more.

He

would unhesitatingly support Lord Carzon in bringing culprits to justice by inflicting collective punishment, if there was reason to believe that a member of a Military unit was guilty and other members of the unit were endeavouring to shield him,

it is notified for information that Shanghai

will be evacuated by the British Troops on or about the 20th December. The R.I.M.

steamship Clive, due at Shanghai on 18th December, will convey back to India the 10th Jâts and all other details awaiting passage to that country.'

Rugby Football.

Enteric Fever.

During the week ended 6th inst., there were three cases of enteric fever reported in the Colony and ore death. The patients were two Chinese and one Japanese.

The late Viceroy Tao.

The remains of the late Viceroy of the Two Kuang provinces, H.E. Tao Mu, arrived at Shanghai from Canton on the 1st inst., and were the same day placed in a large native houseboat and towed by a steam-launch to Chiahsing (Kashing) by of the Soochow Creek. His late Ex. cellency's family accompanied the remains.

The Tide Table given below has been compiled by the Nautical Asnac Office In London from the result of the analysis of observations taken by means of an an tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table Is Low Water Or. dinary Spring Tides, which has been found to be 2 feet below mean sea level.

To obtain the depth of water on the tide gange at the Victoria Naval Yard add 6 it. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height given in the table.
