He anticipated some increase in military expenditure. It was not improbable that it would be necessary to increase the number of white troops in India. More- over, keeping our armaments on a level with the latest requirements of science, would probably necessitate some increase. However, military expenditure depended considerably upon the policy (of other nations. or of Russia). Our policy neither changed nor varied. It was'unaggressive; it was based on the principle of self-defence regulated by vigilant observance.
The death of Abdur Rahaan had in nowise affected our engagements with KNUTSFORD TERRACE. Russia, concerning respective spheres of action, intercourse, and influence; nor the principle underlying the understanding between ourselves and the ruler of Afghanistan,

Burma Petroleum Calcutta, Nov. 11 -The Bengal Chamber of Commerce publishes a letter dated to. day, refusing the request of the Standard Oil Trust agents to intervene with the Go. vernment on behalf of the Trust over its application for a Burmah petroleum con-

Mr Libby, of the Standard Oil Company, of America, has addressed an important communication to the Bengal Chamber of Commerce concerning the governmental discrimination against the Standard Oil Company and merican petroleum, and solicits attention to an international opisode of commerce, the gravity of which extends
far beyond the immediate corporate or financial issues involved.

cation he addressed to the Government of LEVER WATCHES
India during his visit to Simla last July, in the course of which he says that about two years ago the attention of the Standard On Company was specially and frequently call- ed to the possibility of rapidly increasing the patroleum production of Burmah; and at a period when our entire commerce cast of the Suez Canal was under careful advise. ment the Standard Oil, Company decided to send several experts to Burmah to study the patroleum situation there from the standpoint of production, transportation, manufacturing, and marketing. As a net outcome of the reports of the said experts the Standard Oil Company decided to venture a conservative investment in the petroleum industry of Burinali, not with the intention at the outset to take any part in production, but merely to construct a refinery and purchase crude oil from the many lige or small producers and then allow the enterprise to naturally develop. It is reported that the American Am- bassador has asked for an explanation of the refusal of the Indian Government to allow the Standard Oil Company a footing in Burmah.
It is understood that Lord Lansdowne has referred the complaint to Lord George Hamilton.

SUPREME COURT,

TANBAN IN COURT..
Tansan,' described as a sparkling beverage, the product of a natural mineral spring, was exhibited in court in a dozen different samples, and its trade marks dis- cussed by counsel. It was a motion on the part of Ea Shu and Co. to discharge an ex parte injunction granted J. C. Wilkinson of Japan, restraining the Grst-mentioned firm, who are agents for Ishimichi & Co.,
kan' in description of their bottled mineral of Tadaniura,, from using the name Tan- water sold under that name, and also from using a label which plaintiff alleged was pro- tected by registration. Tho argument of the legal points at issue occupied the court during the forenoon. They are of consider- able importance, the application in this Colony of a decision of the Japanese Court generalising the word Tansan, being raised.
[REUTER'S SERVICE.] DE WET'S BOOK ON THE WAR.
LONDON, November, 30, 1902. De Wet's book on the late war in South Africa, which is dedicated to my follow subjects of the British Empire,' has been published. It is severely critical, but not acrimonious. It disparages Lord Roberts' generalship, which it declares was lacking in foresight: General Buller had to face by far the tnore difficult task. It apparently respects Lord Kitchener, but dubs his block-house system the block-head system. It ridicules the British scouting. It alleges British barbarities against women, children, and the aged, and, although casos are not specified, it says proofs can be produced Lin hundreds. It concludes with an appeal to the Boers to be loyal to Great Britain.

Mr Slade grounded his application on the fact that when the ex parte injunction was granted the defondant was not repre sented in court and had no opportunity of disproving the statements upon which the plaintiff relied and upon the strength of which the Chief Justice made the order of restraint. Hongkong Tides.
The Tide Table given below has been compiled by the Nautical Almanso Office in London from the result of the analysis of observations taken by means of an an-
tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during
the years 1887-8-9.
The zero of the table is Low Water Or. dinary Spring Tides, which is been found to be 2 feet below mean sea level.
To obtain the for th of water on the tide gauge at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 it. A m. to the height given in the table.
