Sir Marcus was born in 1853, and is the second son of the late Mr Marcus Samuel, a well-known City merch- ant, and, in his day, one of the lead. ing members of the Jowish community in the Metropolis. He was educated privately at. Edmonton and Brussels, and having been destined from his childhood for a commercial career, he entered his father's business at the age of 17. Sir Marcus quickly realised the importance of opening up new markets for cominerce, und nequiring a knowledge of business abroad, and with the full approval of his father, he spent several years in extensive travel in the Far East, visiting Ceylon, the Straits Settlements, Siam, and the Philippines, and at a later period China and Japan, returning by way of the United States and Canada.
it reflects My Lord,

In 1896 and subsequent years the firm undertook the development of the oil fields of Borneo and Texas, where oil suitable for liquid fuel was discovered. British Railway Companies, and by many ASK FOR DROZ&CO.'s
Steamship Companies throughout the world. Sir Marcus was elected Alderman of Portsoken Ward in 1891, and Sheriff in 1894-5. He WIS unanimously chosen Chairman of the Special Committee on the Port Commission, and recently gave important evidence before that body. He
•
was elected by the shipowners as one of their representatives on the Thames Conservancy Board, which position he tilled for three years. Ho is Chairman of the Shell Transport and Trading Director of the Alliance Company, a Marine Insuranco Company, and is Master of two City Companies-the Spectacle Makers and the Gardeners. He is one of the Lieutenants for the City of London,
and a Justice of the Penco for Kent, and
Lord of the Manor of Mote, having acquir. ed by purchase the beautiful seat of the Earls of Roinney, near Maidstone. Sir Marcus married, in 1881, Fanny Elizabeth, the only daughter of the late Mr Benjamin, and her wise counsel and advice have great- ly assisted him in his many, various, and ambitious projects, and her presence at the Mansion House as Lady Mayoress will be in itself a guarantee for the adequate main- tenance of its traditional hospitality. My Lord, Sir Marcus will enter upon his Mayoralty at the close of an interesting and historical year, but the brief record which I have been enabled to give of his conner- cial and Municipal carcer affords, I think, the full assurance that, should his election he to-day confirmed by the gracious ap- proval of his Sovereign, he will do every. thing necessary to uphold the dignity and usefulness of the great office of Lord Mayor of the first city of the world.

The New Dock Scheme. A Local Engineer' addresses the follow-

for Monday, the 8th inst.:-
The site selected seems favourable and easily excavated, the fill Fort being composed of red earth and boulders, both necessary for filling in in front and making the sea wall, and should compare favour. ably with the cost of excavating No. 1 Dock.
The No. 1 Dock is fully equipped with an excellent pumping plant that can pump be discussed and voted upon by the share-the dock try in two hours, and the coloured holders of the Hongkong and Whampoa part of plan accompanying the circular Dock Co., Ltd., at the meeting advertised shows the new dock, parallel with No. 1 Dock, with the pumping plant between. All that is required there is to connect the drain pipe of new dock to present pumps, and the pumping plant for new dock is installed at a trifling cost. The cost of constructional machinery and supervision would undoubtedly be very much more than in 1885, especially as the time to build the dock is given as fours years, but this is an item that can only be compared in detail, and of little interest to the lay-
man.
Aftor considering the above data, it secins reasonable to suppose that the ex- ponditure of $1,809,000, excluding land and interest, is not under-estimated in comparison with No. 1 Dock at $950,000, inclusive of all charges.

A hue and cry has been raised as to how it will be possible for the Dock Co. to carn sufficient to pay dividends on the increased capital, at the same time spending large sums on new plant and improvements. During the last four years, over the same period as it is supposed to take to build the new dock, the Company has spent in im- provements at Kowloon and Cosmopolitan an average of Docks, $1,780,821, or $446,705 per annum, and written off $1,122,823, or an average of $280,706 per
