Campbell is now one of his Majesty's Inspectors of Schools, and was until recently Educational Adviser to the Siamese Government, He has quick eyes, the capacity for taking pains, and the power not merely of soizing salient facts, but also of draw. ing conclusions from them. He was sent in 1899, by the Foreign Office, at the request of the Siamese Government, to reorganise the education of the coun- try, and he spent two years over his arduous task. The outcome, so far as English readers are concerned, is a 2002 singularly vivid picture of a phase of civilisation which lies curiously remote from Western ideas. Although Siam is less than four days' sail from Singa- pore, it lies off the beaten track of the 4 steamships that link Europe with the Far East, and is in consequence still comparatively little known. It is a corner of the world where many quaint customs survive, and which possesses not a little to attract the wandering scholar, especially if he be a philologist or ethnologist. Apart from all this, Siam. is now the buffer State between the French and British dominions in the East:-France in the last decade has swallowed a great morsel of Siam---- n somewhat indigestible one, it is true; but she is only waiting for an oppor tune moment to spring upon her prey. France is in occupation of one of the principal ports, and refuses to evacuate it except on conditions that the Siamese find it almost impossible to grant.' Hongkong Tides. The 3de Table given below has been, compiled by the Nautical Almanac Office In London from the result of the analysis of observations taken by means of an an. tomatic tide-recording machine in the Wa- tor Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table is Low Water Or. dinary Spring Tides, which has been found to be 2 feet below mean sea level.

To obtain the depth of water on the tide gange at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height given in the table,
