The police eventually discovered the retreat of the Chief, and an advance was at once made on the village; but the police

compelled to get under shelter, owing to the volleys of Mauser bullets which greeted them, and which struck down a number of the ad. vancing party. The superior numbers of the police, however, compelled the Triads to evacuate the village and flee to another village called Hsiang Shants'un, the in- habitants of which, however, being hostile to the rebel cause, prepared an ambush for the fleeing Triads, with the result that Tsou Tang-kao and two other chiefs were captured and six of their followers. When the police eventually came up on the tracks of the insurgents the villagers banded over the captives to the surprise and, naturally, delight of the former, who, in spite of being nearly twenty to one, could have done no- thing to the Triads. A MUNICIPAL COUNCIL WANTED, To the Editor of the CINA MAIL.' 18 Bank Buildings, Hongkong, October, 10th, 1902. Sir, I beg to submit, for the considera- tion of the Legislative Council and the public, that the provision of a sum of $100,000 only in the forthcoming year for the purpose of compensation for the re sumption of insanitary properties cannot be considered as by any means adequate in view of the enormous nature of the task which requires to be dealt with and of the annual recurrence of plague with its result- ing quarantine and damage to business.

The insanitary buildings problemcan not, I think, be satisfactorily solved by ecen- sional votes of $100,000, but can only be settled upon similar lines to a Naval ship- building programme, that is to say, by the manoeuvres that are to be held in this preparation of a definite and thorough province in the presence of the Czar, the scheme of improvements, spread over a Crown Prince, and Grand Dukes of Russia. certain number of years, say five or seven, which scheme should be vigorously and continuously carried out altogether irres- pective of any changes in the personnel of the local Government.

Mr Hazeland said he did not think it was

any use proceeding with the examination of the girl at that stage. They were usual- ly disinclined to speak-witnesses of her age, and they could not treat her as an ad- verse or hostile witness.

Mr Harston agreed with his Worship's view.

Mr Hazeland What would you suggest?,

(to Inspector Gidley) Have you corrobora- tive evidence.

Inspector Gidley: Yes. I have got a woman who actually saw her hanging from a ladder and who cut her down. She is unable to be here, to-day, as she is about to be confined..

Mr Hazeland suggested that Mr Harston might cross-examine the girl at this stage. She could be recalled afterwards, if neces- sary.

Mr Harston: Of course you can recali her.

Tsu Kam was then cross-examined by Mr- Harston. How did the second defendant treat you ?-Treated me well,

Then I may take it that he was not a party to anything you suffered ?No.
