BOVRIL AT FRONT.
THE
22
Bovril has played such a conspicuous part in South Africa that it forms no in- considerable feature of the story. The "Lancet' las had frequent references to Bovril in the reports of the officors of the Royal Army Medical Corps. Nearly every newspaper correspondent has had to refer to Bovril to make his story completo. Rudyard Kipling and Iden-Powell have
written their Bovril ories. Over 500 British hospitals and smilar public in- stitutions use and prescribe Bovril, not beef tea, but Bovril.
The reason is not far to sock. Bovril is
ancurnisher as well as a stimulant. It
contains the albumen and fibrine, the sustaining properties of the beef. It is
this fact, together with its absolute purity,
to their customers both in Hongkong and that commends Bovril to physcians and
Kowloon. Our Bread is made of German scientists, and proves in practice what it yeast and best flour, and is the best Bread that has ever been made in this Colony, demonstrates in analysis.
Its beautiful taste and smell has no equal.
The work is under European supervision, and people can be insured to have whole-
some and well baked Bread as they had
at home. All our Broad will be stamped

THE BALDWIN ARCTIC EXPEDITION.
A Little Heat in a Cold Latitude.
STOCKHOLM, Sept. 2. Since the return from the Arctic of the Mr Baldwin's Expedition, in America, various reports have beon in circulation as to the dissensions ou board during the voyage of exploration. The American members of the Expe. dition say that they are bound by con- tract to preserve silence; but to-day. the Tidningen, a leading daily paper of Stockholm, published a long interview with Captain Dreilick, a Swede, who sailed on board the America. He says that differences arose at the very outset between Mr Baldwin and Captain Johansson, who, at Dundes, before the vessel started, disagreed regarding the fitness of the engineer. When Trom soe was reached, on' the voyage out, Mr Baldwin proposed that the mate should. take command, and the offer was re- peated at Vardoe and Archangelsk, but declinod. Captain Dreilick thinks that Captein Johansson overworked the crew, but Mr. Baldwin abstained from interference. On the day that the America was surrounded by ice the captain refused to anchor, saying that, according to the ice-pilot's directions, it would be dangerous, Mr Baldwin thereupon said to him, 'You are not the mastor, you are only the sailing inaster." A heated altercation ensued, which ended in Captain Johansson's producing papers, signed by the Con- 1962 sul in Dundee, in which he
designated as master.

was "Bosh," and orders were given to O astern. The chain broke when the engines were reversed. On March 29 the captain was discharged, and Mr. Baldwin, on going off on a sleigh expedi- tion ordered the crew toobey Mr Hart, the engineer. The mate and crew responded that this would be mutiny, as their con- tract was with Captain Johansson. Mr Baldwain replied by threatening them with punishment for mutinous conduct to him, the owner and leader.

On the return voyage on May 21, Mr. Baldwin notified Captain Johansson in writing of his discharge, and the lat ter thereupon requested the mate to take command. Captain Dreilick fur- ther informed the interviewer that on reaching Norway, Captain Johansson telegraphed to the agent of Mr Ziegler, the American gentleman who organised and equipped the Expediton, not forward his money,to Mr Baldwin, but to address it to the mate. Mr Bald- win, however, sent an express telegram as the result of which the sum of forty thousand crowns, deposited at Got- benurg for the Swedish crew, duly remitted to him. The sleigh ex- pedition was within a day's march of the Duke of the Abruzzi's depot, but

Some people are weakly and emaciated. yet they are not, to, say, sick. Their appetites are fair, they eat good, wholesome food, but they cannot gain flesh. The face is, their nutritive functions are deficient. The food may even be digested, but is not properly assimilated! With loss of, or lack of, sufficient flesh there is a corresponding decline of strength and vigour. Comeliness of form is dependent upon graceful curves, plumpress, rather than upon angles. Bony prominences, hollow cheoks and eyes, are not pleasing to the sight.
Stearns' Wine of Cod Liver Oil
is an admirable flesh-builder. It will in- crease the weight of almost anyone. It improves the appetite, stimulates digestion, builds up nutrition. It presents cod liver oil so long lauded as a flesh producer, io a much improved and more active form. It contains no harmful nor obnoxins ingredi.. unts and always produces good results. A wonderful flesh-creator for those who can- not get fat. Stearn's Wine produces ad- potite, flash and strength. Wholesale from A. S. Watson & Co., Ltd., Hongkong,

FRIDAY, OCTOBER 10, 1902.
THE PHILIPPINES.
Prospects Summed-up by British
Vice-Consul.
Mr Sinclair, British Vice-Consul at Manila, writes a very interesting report on the Philippines Islands. The following are his concluding remarks on the general situation To summarize, the Islands aro pacifiod, but in an impoverished condi. tion consequent on the events of the past years. Not only has there been great loss of life among the natives owing to war, rinderpest and a disease called surra have reduced the supply of draught ani- Jals to such an extent that all cultiva- tion is seriously hampered. Rice, the staple food of the Islands, has suffered most seriously, as not only has the actual amount planted been smaller than usual, but owing to drought the last year's crop was light. A land tax is now being im- posed and collected by the Insular Govern- ment on the basis of 1
crnt. per of the gross value for 1901, 14 per cent. for 1902, to rise to 2 per cent. in 1903. A very large amount of money has been put in circulation by the Government in pay- ment for labour as well as by the large This number of troops in the Islands.
has, however, mainly affected the labouring class, and the keepers of small stores and aloon». The labourers, although their pay has more than doubled, do not work any harder, and recently in Manila resolved that they would not work during the hot hours of the day (nine .. to five p m. here). The apparent result of increased pay is a desire on the part of the native to work loss days in the week. The introduc- tion of Chinese labour, though favoured by the Insular Government, has been opposed by the home authorities.
As far as the agricultural interests are concerned', the main requirements are personal security and capital for the purchase of machinery.. With the exception of the construction of one or two roads, no stops have been taken to improve communications_
- in the islands.- The Government is inclined
to leave the construction of railways, &c.,
to private individuals, who, however, do not appear inclined to invest in the Philip- pines under present conditions. Even in Manila a number of schemes for electric tramways between the widely distant ex-

tremities of the city have fallen through, ENGLAND and AMERICA
although there is a great need for them. A form of local government has been establi- shed giving considerable power to locai headmen or presidentes, including the control of the local police and magisterial powers. The language difficulty may be Holved when the labours of the 700 or 800 teachers (male and female), imported from the United States begin to bear fruit. · At present Spanish forms the principal means of communication with the natives, only about 10 per cent of whom speak that language.'
AS HAPPY AS A KING.'
This old saying, like a good many others, is founded upou ignorance, and therefore complete- ly misleading. As a matter of fact kings have rather less of happiness than falls to the share of most private men, Take at random from history the lives of any fifty kings you will and compare them with the lives of any fifty private men, also taken at roudon, and Ell wager you my last sixpence you'll find the balance of bappiness inclines heavily to the private meu. To be heralded by drum and trumpet wherever you go, to be spoken of either in terms of the extremest adulation or of vulgar abuse, and to serve as a target for the revolver practice of every crunk who uures a grievance, is not quita the life a wise man would choose if his will had I wish I were anything to do with the matter,
a king raid Jones to his friend Brown; not what is now-a-days called a king, but a real king ns of old-one with authority to have a few people killed now and again when he felt like it.' You are neither a king or a man,' replied Brown, but an ass without ability to ent this. tles. Brown was right. Of all ambitions which away mortal man, that which cost imperial Cesar bis life ambition to become a king-has least of wisdom in it, and only to be recounted for by monstrous fallacy of supposing that kings are, per se, happier than other men. These thoughts occur to as in considering the case of Mr William Highett, of 7, Elder Street, Adelaide, S.A.. who, we were abont to say, was as happy as a king until about three years ago. But that wouldn't be right. With his youthfulness, his health, strength and splendid physique, Mr Highett should have been, and doubtless was, bappier than any king who could be named. Mr Highett writes thus on the 10th of March, 1902: I am a native of Sonth Australis, twenty-five years of age, and until three years ago, never knew what it was to be seriously ill. At that period I was engaged in bush work, right in the heart of the rough North-East District The work was extremely laborious,
WIS
the food coarse, and the climate red hot. These conditions completely broke down my health. I grew weak and thin, continually felt out of sorts, und would get up in the morning feeling more tired than when I went to bed. There was a tight feeling, a distressing sense of oppression about the chest, and I much troubled by Blatulence, which frequently compelled me to rise from my bed and walk the floor for hours. I tried all sorts of pills and medicines for my e mplaint, but none of them did we any good. Finally I grew so weak that I had to give up my employment, having lest twenty-eight pounds in weight. I then went to Adelaide, and placed mys if in the care of a first-class doctor, who said that, my trouble was 'a bed form of indigestion; but though he treat- ed mo for a considerable time I gained no relief. It was at this crisis that a little book was left at
the house which, fortunately examining, I found
to be an almanac issued by the proprietors of Mother Seigel' Curative Syrup. In this little work I read of the case of a person whose symptoras were very similar to mine, and who claimed to have been thoroughly cured by This fact Mother Seigel's Curative Syrap. determined me to try it, and I obtained a bottle without delay. A very low doses were sufficient to cause a great improvement in my condition, which encouraged me to persevere with it, the result being that in a few week I felt like a new man. I could eat heartily and enjoy my food, the flatulence disappeared, my sleep was sound and refreshing, and strength and cheerfulness returned to me. That was twelve months ago, and I have enjoyed the best of health ever since. I always keep a bottle of it by me, and take a dose from time to time, believing that proven- tion is better than cure.'

I agree to the Harbour Master's salary being fixed at £78 per annum rising to £900 by two triennial increments of £60; and I think that the Assistant Har bour Master might be given the same salary as the Deputy Master Attendant, Singapore, viz., £480 per annum rising to £540 by two increments of £30. Similarly, the Government Marine Surveyor's salary should correspond with that of the similar official at Singapore, viz., £540 per annum rising to £660 by four increments of £30. For the Assistant Government Marine Sur veyors and the remaining appointments in the Harbour Master's Department, I accept the rates, which Sir H. Blake proposes.

In paragraph 3 of my despatch No, 426 of the 19th December Inst I informed Sir Henry Blake of my desire that the same principles should as far as possible be adopted in regard to the preparation of a storling scheme for future appointments to the Hongkong Government service as had been already laid down in the case of the Straits Settlements. That despatch was crossed by Sir Henry Blake's despatch of the 11th December, in which ho submitted a schemo of sterling salaries. 18. In despatches to Sir F. Swettenham, the numbers and dates of which are noted in the margin, and of which you have no doubt already received copies from him, I have explained my views as to how far and in what way officers who entered the service before last August should be affect od by the introduction of the sterling The decision at which I have

4. With regard to the scheme itself I have to make the following remarks:~~
In the scheme of sterling salaries for- warded in Sir H. Blake's despatch of the 11th of December last the remark *No quarters' Was sot against the Principal Civil Medical Officer and all the Assistant Surgeons in the Medical prove feasible in Tripoli. She has those Department, although the Principal Civil Medical Officer and Dr Bell have who yearn for naval importanee and quarters at the Government Civil desire therefore closer relations with Hospital and Dr Thomson draws a house allowance of $720 per annuin. It appears that the reason was that it was intended that these officers when

they came on the sterling basis should pay rent for the quarters they enjoy. This principle has not, however, been adopted in this Colony.
5. In addition to the quarters occupied by Drs. Atkinson and Bell there will be when the Victoria Hospital for Women and

7. I have followed the system adopted in the Eastern Colonies, by classifying se- parately the appointments for which cadets are eligible. This arrangement proved to be exceptionally difficult in the care of Hongkong, owing to the smallness of the cadet service and, the fact that there are very few appointments in the lower classes I propose to adopt for Hongkong rates of the Government service, as classified by similar mutatis mutandis to those which I Sir H. Blake, which are usually hold by have approved for the Straits Settle- cadets. I have, in fact, been compelledients, viz :-

[The appoinments marked thus* are not
at present held by cadets, but should for
the future be generally given to cadets if any are qualified for them.]
9. I am aware that the majority of the posts in Class III have not, hitherto, beon Considered to belong to the cadet service. They are, however, posts which cadets can fairly be called upon to occupy, and the duties of which they will in all probability be qualified to fulfil.
