Mr Balfour's mannerisms
are of a different sort. When deeply intent on argument he holds out his long arms in front of him with the hands open and the. palms upward; when emphatic, he brings the tips of his fingers together and then. alings his arms to right and left. Now and again he plays with his neatly folded dainty handkerchief, dabbing his face with it in lady-like fashion, He appears to least advantage when he bends his head and gropes for figures on his manuscript. The chances are that he makes a mess of the figures.

THE DISBANDMENT OF THE
CHINESE REGIMENT.
Captain A. A. S. Barnos writes in the United Service Magazine a short article upon the disbandment of the Chinese Regiment, which has been ordered in con. sequence of the decision not to complete the arming of the almost-finished forts at Wei-Hai-Wei, and not to maintain a garri- son at this place. Captain Barnes, who has been in the regiment from the beginning, points out that although each man on leav. ing receives a gratuity of 91 days' pay, or, if he had less time than that to serve, the amount that would be due to him at the expiry of his service, as well as his clothing credit, and any other money due to him; disbandment is, to the local men, an un- doubted hardship. He continues:-It is a notoworthy thing that, although the regiment has brought untold wealth into the districts, its members have never been popular with the local farmers, and it is no uncommon thing for men to be greeted in the villages with epithets referring to their association with us.

When the local men, therefore, are no longer in our ranks, it is easy to see that their lives may not always be happy Moreover, there is no doubt at all that the vast majority of the men will con- ceal as completely as they can the fact that they have over served in the 'Hua Yung Ying. When, on the 29th of January last, orders were received to stop recruiting, the regiment was 1323 strong. Of these, 701 were from the Shantung Province, outside, our territory. These Shantung men Cap. tain Barnes describes as the finest in every way. He says, indeed :-*I am fully con- vinced that, outside some parts of Northern India, we can never have better native troops, judged from any standpoint. These men, moreover, are now at their very best.

would match them against any other Orientals, for it is a well-known thing that the hill tribes of India do not stand the Summer heat of the plains well. That the Chinese can work, and work hard, the campaign in North China in 1900 has proved conclusively. As regards their smartness under arms and on parade generally, I do not need to say much, for Bu many have noted it. I must, however, mention that when our Coronation party was at Hongkong, General Gascoigne was so struck by their appearance that he or dered parade of the whole garrison in order that every one might see them, and he said that they were the finest native troops ho had over seen; that if he had not seen them himself ho would never have believed that such men existed.' Re- garding the policy of disbandment, Captain Barnes remarks: It has been contended that the retention of an armed force at Wei-Hai-Wei is not necessary, but I ven. turo to say that a perusal of the records official and unofficial, of the local disturb- ances in the Spring of 1900 will prove the danger of this idea. The importance of these disturbances is often much minimised, and they are regarded as of a mild type by some who werenowhere near Wai-Hai-Wef at that. time. They may seem now to have been mild, but there is no doubt that the most intense feelings were aroused at the time, and I have no hesitation in saying that but for the presence of the Chinese Regiment and its staunchness to us, they would have been of the most serious nature. It is urged that the place is now so quiet that a Is this a garrison of any kind is needless. logical deduction? I say not. The fact that our men are here, and that their power to move rapidly and to strike at a distance has been proved already, is the reason for this quiet. It would be a dangerous thing for the territory to be left without a mobile force, just because the people seem quiet. Let the leason of 1900 never be forgotten, nor how quick the local people were to take advantage of the diminution of Major Penrose's escort to attack him and his party on the 5th of May in that year-just, too, when they all seemed so quiet. Might not the same thing happen gain on a larger scale on any marked diminution of the local garrison?

THE DOCKS.—A NEW SUGGESTION. To the Editor of the CHINA MAIL.'
Hongkong, October 7. SIR, Personally, I think it impossible that shareholders in the Dock Company who have no private axes to grind can think of accepting the terms and condi- tions offered by Government for the land and sea wanted for a new dock.
If we had a local Government which realised that industries are as much the
life of the Colony as is the shipping, it would give freely and without cost any rocky cliff or sea bench to any firm which bound itself to create new or develop old industries, merely making certain condi. tions to prevent the land being sold for any other purposes than that for which it was granted originally. At present, the promotors of local industries are under serious disadvantages. The place produces nothing, and the only advantage the Colony has (and even that has almost dis- appeared lately) is cheap labour.
British Governments are supposed above All things to foster industry and trade; but, unfortunately, in this quill-ridden Colony the authorities do their level best to prevent or strangle it, when they ask anyone to pay for a decayed granite cliff or for the privilegeof making land by filling in the sea for a dock or a factory. We are living in hope that the next Governor will be a hard-headed Lancastrian, Northum- brian or a Scot, one who knows where our strength lies, and who, instead of saying he will, will afford actually facilities to foster industrios,

Sir, I am directed to acknowledge the receipt of your letters of the 23rd and 30th ult., forwarding copy of the flag signal code used by the Sicawei Observatory, togethor with specimens of the meteorological notices issued by that Observatory, and urging the adoption in Hongkong of a system of flag signals for giving weather forecasts.
2. The Committeo seem to have entirely misapprehended the remarks of the Acting Director of the Observatory made in his memorandum of the 24th of July, for Mr Figg never made the statement attributed to him in the 6th paragraph of the Com. mitteo's letter of the 23rd ult. What Mr Figg did state is that a flag signal code to be useful must be short and definite, and that there were grave objections to convey- ing definito information which is necessarily vague and may be misloading. The reasons for which a system of flag signals is not considered suitable to Hongkong have been given in my letter of the 31st of July, and I am to stato that this Government adheres to the views therein expressed.

The zero of the table In Low Water Or dinary Spring Tides, which has been foun to be 2 feet below mean sea level.
To obtain the depth of water on the tide gango at the Victoria Naval Yard add 5 ft. 7 in., and on the gauge, at Lamont Dock, Aberdeen, add 12 ft. 9 in. to the height. given in the table.
