THIS HOTEL has been re-built in 1902, under the most-improved sanitary principles.
It contains Large Airy Rooms with every Comfort, and Facility for Monthly Boarders and Visitors making
a prolonged stay. CHARGES VERY MODERATE. · Hongkong, September 1, 1902,
A cup of hot Bovril costs less than a drink of whisky, and while giving ik more genuino and lasting warmth thau the latter,
'Old fashioned beef te and meat ex- tracts, whether known as such, or disguised under more pretentious modern names contain none of the NUTRITIVE pro- perties of beef. Baron Liebig himself admitted this fact; there is not a doctor to day disputes it. Used as a nourishment, Meat Extract is probably the most ex- pensive article one can buy. Bovril one
of the cheapest.

THE TREATMENT OF TUBER- CULOSIS.
In Austrin, as well as elsewhere (writes a Vienna correspondent), the endeavour to arrest the spread of
tuberculosis is showing signs of renewed activity. There is an ample field for such operations, as no fewer than ninety thousand persons die from this cause every year in Austria, while seven thou- sand of the deaths, amounting to a fifth
of the total mortality, take place in Vienna from what is called, not without reason, the Morbus Vinnensis. A Decree by the Home Office was recently issued in which a number of compulsory measures are notified, these being the minimum which modern science declares. to be necessary for effectively combating. the scourge. Henceforth, all persons suffering from tuberculosis will have to sleep in separate rooms, and their cloth- ing, and other objects which have be come affected, are to be rendered in- nocuous in specified ways. Directions are also given for cleansing their rooms. Expectoration in place of public resort is strictly forbidden. But the most im portant provision of all is that by which From the 1st October, at 2 p.m.. to the 8th, Doctors are compelled to notify every

case of tuberculosis which comes to their knowledge to the authorities.
Besides these compulsory regulations, the breach of which can be punished, certain recommendations are also made, in the decree, as to the treatment of infected members of a family, and their intercourse with healthy individuals. Tuberculous patients are warned against marrying; at any rate, until the disease has been cured or checked. Unfor tunately, adherence to these rules and recommendations cannot always be en forced. Tuberculosis is especially a disease of the poor; and it will be very difficult to make sure that anyone suffer- ing from it has a separate sleeping chamber, or even his own bedclothes and underclothing, and separate wash- ing and eating utensils. More could be achieved by the extension of the FINGER BOWLS, NAPKIN RINGS, SPOONE, bospital system; and it must be the FORKS, UMBRELLA HANDLES, CIGAR and ideal of the future that all tuberculous CIGARETTE CASES, HAIR BRUSHES, BUCK-persons should be taken into hospitals,

peculiaily active, and the conclusion cannot bo avoided that to the presence of these activo principles cod liver oil owes its re- putation as remedy. No other oil bas such a reputation. No other oil lins such constituents. The extractives hold the same relation to cod liver oil that quinino sustains to crude cinchona bark. They are the curative essence of cod liver oil. When taken as they may be freed from the vile, unnecessary oil, their curative value-is- greatly increased, for they are not hamper- ed by the presence of the noxious fat. Upon this scientific fact..
Stearns' Wine of Cod Liver Oil is based. It represents all the curative properties of the bust, cod liver oil in a vinous preparation.
It also contains the best form of iron, making it also an ideal iran tonie. Wholesale from A. S. Watson & Co., Ltd., Hongkong

EDUCATING ELECTRICAL
ENGINEERS.
Perhaps the most interesting series of papers read before the recent annual convention of the American Institute of Electrical Engineers were those of electrical the education upon engineers. Such papers were presented by professors of electrical engineering at several of the leading American colleges,, by electrical engineers of some of the largest electric power stations in the world, and by men at the head of the students' departments in the large electrical manufacturing establish- ments. The papers, and more especially the discussions of them, disclosed the fact that very great differences of opinion are held by those most interested as to the best course to be pursued in educating young men for electrical engineering. One speaker, who has
had a wide experience as a teacher, as a practising electrical engineer, and as the head of a large electrical manu- facturing concern, expressed himself as distinctly opposed to imparting to the student anything but the fund- amentals of the science, together with a broad general education, especially literature. He would not teach Greek or Latin, except as literature, and considered the elaborate fitting of an electrical engineering laboratory in colleges a sheer waste of time and In his opinion, also, no one money.
qualified to teach electrical engineering but a parstical electrical engineer. Equipped with a knowledge of the fundamentals of science, the student would quickly learn how to. apply his knowledge when he began his apprenticeship as electrical engineer after leaving college. Other speakers pointed out that it was impossible to

Now, thirty Gritius only were subscribed for, and thirty-five were sent up, the extra five being on the dealer's own account. Of the thirty-five, five were discarded, one for heing over the stipulated height, three for being under the stipulated height, and one *for general debility; and as an original sub- scriber I maintain it is unfair that these discards should be sold by public auction* to race against animals probably inferior for which original subscribers have paid £40 apiece. The fire animals discarded were the property of Mr Kiss, and having been discarded no encouragement, should have been given to him (or others) to cond up animals which did not conform to the conditions of the order. Had these animals conformed to 'said conditions, there were extra subscribers willing to pay £40 each for them, but this was not allowed. The ponies were condemned and sold by public auction, and the public were informed that any persons buying same could race them as Subscription Griffins.'.
If the Stowards authorized this ex- traordinary proceeding, they should only have been empowered to do so by the consent of every one of the individual sub- scribers. How many of these were con- sulted I know not, but I do know that F was not amongst the number?
To make matters appear moro ridiculous it was announced prior to the sale by auction that the pony which measured over the stipulated height wou'd not be allowed to race, because of that irregularity. Then why were the discards below the stipulated height allowed to race?
