COLONIAL ADMINISTRATION.
The Premier Praises Mr Cham-
berlain.
In the course of a speech at Falham; his ↑ . first public speech-nk Prime Minister, 1fr | Balfour inade the following referenco to the Colonies and Mr Chamberlain
If Lord Salisbury bas, the supreme satisfaction of feeling that he has left public affairs with the country at peace, and with our foreign relations in this excellent condi- tion Bikewise, surely he may feel that there never was a time when our relations with cur Colonius were at all like what they are at present. That is due to many cir cumstances: but of these circumstances I would venture to put first the personality and the policy of the present Colonial Secretary (chears). It is no disparage- ment to the many distinguished statesupun who have proceded him in the Colouis! Office to say that he is breathed into that utive sousthing of a new spirit (cheers). something of a new inspiration, and that not in this country only, not in this country, chiclly, but in every Codony throughout our vast and scattered Empire, that centre of i Colonial administration in Downing-street is looked at with utterly differout eyes from what it was when I first entered political life and for any a long year afterwards (chqurs). That great clung is, as I have sak, more due to tho' policy and the per Mouility of the great Statcaman who rules | aver that lice than to any other single | BLUXU. We rust all look with intorost and with hops at the conferences that he is av I ing with the heads of those grent self- governing Colonies who make up so much of the strength of the Empire (cheers). If these conferences result in anything which may increve our prosperity in times of peace, e may aid our powers of defence in times stress and difficulty, it is well: but even if no fatal arrangement be come to, even then, I my, it is well also hear her).
