NAVAL YARD ACCOUNTS Mr Weir Tbeg to ask the Sceretary to the Adinimalty seeing that the Comptroller and Auditor-General had not been furnish- ed with the Hongkong Naval Yard Expense Account for the year 1990-01 by Feb. 18, 1902, the date of his Report, will he state dire use of his delay in sending frward this account and will steps be taken bo ensure this account being rendered- punctually in future.

Mr Amold-Foster: The delay the preparation of the annual accounts for the Hongkong Nayal Yard for 1907-01 was oing to the exceptional pressure of work the Yard consequent on the disturbed state of affairs in China. Steps bave been, taken to strengthen the clerical staff at Hongkong, and it is not anticipated that the preparation of the emunts will be again delayed.

PLAGUE AND RAT-CATCHERN.

On the 25th alt., Mr Weir asked the Setrotary for the Colonies if he would sinte the percentage of the bubonic plague casas in Hongkong for each month since August List melasive; and, in view of the fact the the plogue was largely attributed by the Legislative Council of Hongkong to the prevalence of rits, would be say whether effect had been given to the Council's proposals to employ an English rateärcher : and, if so, with what result. (Laughter.)
