Wrx the community generally will agree,| with Mr Ormsby, who said at last Sanitary Board meeting that medical inspection was a farce, it must be concoded that the mere fact of a check existing, however small, must exercise a certain influence for good. It is, of coures, contended by those who oppose the medical inspection, as at present carried on, that the iconvanietsen Far out- weighs the good accomplished; and that, en the broad principle that Chinese are much more likely to leave Hongkong than" come into the Colony, the inspection of the river steamers on this side is almost uselons. So far ub wo can make out the position, the official side of the argument amounts to little more than a concession to 'instructions received from Home. The people at Home, who know littlo or nothing of our local requirements and circumstances, lay down the rales which are supposed to apply to every pertion of Her Majesty's dominions, without regned to the surround- ings. That these, and other, regulation should be dealt with in accordance with the
