The natural result is that if foreign steamers were avail- 2.24 able, British steamers would fail to get even a share in the trade. It is to the Chinese charterer's benefit to crowd as many coolies on board a steamer as it will possibly held, irrespective of questions of 187 safety or health or decency. To hur, the comfort of his fellow-countrymen is of no moment. The incorn he derives from the transaction is of more account than the lives of Chinese coolies. We venture to think no Britisher would be found willing to acquiesce with Chinese notions on this subject, and on board British steamers already sufficient safa- guards are taken for the comfort and safety of passengers.
