We do not, of course, know all the reasons for the delay that has en- sued since the resignation of the Hon. Dr. Ho Kai, Dr Hartigan, Mr J. J. Francis, QC, and Mr R. K. Leigh from the Sanitary Board. We are wit- ling to give the Government credit for a desire to govern the Colony to the best advantage. and at as little cost to the taxpayers as possible. No Governor could afford to risk his reputation at the Colonist Office by allowing his domain to get out of hand, and, equally, none of the bendsofthe Government Departments can afford to damage their reputations by running so directly against popular feeling se to bring a hornet's nest The down about the ears of the Permanent Officials in the Colonial Office. But while willing to give the Govern- ment credit for good intentions, we can- not shut our eyes to the fact that there has been a sad want of administrative grip.
