IN connection with the recent action of the Legislative Council in voting Ex- change Compensation to the Civil Service and the claims put forward by the Colonial Treasurer on behalf of first-class officials, it is interesting to refer to the action being taken by the Victorian Parliament to place that Colony on a sound financial basis and to bring about a permanent reduction in the working expenses. In his open- ing speech to the Parliament, Lord Hopetoun said the measures for re trenchment would include a reduction- a substantial and permanent reduction is the salaries of the Ministers, the members of the Legislative Assembly, the President and Chairman of Com- mittees of the Legislative Council, and
