It is quite true that the working of the Opium Form has always given a good deal of trouble to the Government, and considering the nature and objects of the institution it is highly probable that under au terms and conditions would it ever be saything but a source of trouble. If we mistake not, Mr White- head expresved a strong opinion nêt very long ago to the effect that, as the system under which the Opium Farm is worked could not be mended, the Farm, itself ought to be ended. It may be taken as an indication of his holding to this opinion that in his notice of motion he implies that there may be no zer Farni after the expiration of the current lease. As to what view the powers that be rake of this matter, we have no certain knowledge, but we may venture to predict that, in spite of all the objections which may be raised against its modus operandi, the Opinta Farm is not yet doomed.
