THE ense of the steamer Tetartos, which occupied the attention of Chief Justice Fielding Clarke and a jury during three... days of last week, naturally excited a good deal of interest among the ship- ping community of the colony. The charge brought against the ship was one which, if proved, would have result- ed in her being confiscated. That charge was that the vessel was, without having obtained authority from the Government, fitted out or was in pro- coss of being fitted out for the purpose of coolie emigration. It was alleged that the Tetartos was to take a number of coolie-emigrants from Macao to Brazil, and Mr Francis, Q.U., who represented the owners of the steamer, admitted that this was the purpose for which the abip had been chartered. This in itself would be no offence under the law of the colony. But by the Chinese Emi- gration Ordinance the unauthorised fitting out of a ship in the waters of the 2,8 colony is made an offence which the Yessel may be confiscated. Of course, it is well known that this Ordinance was passed for one special purpose and was intended to remove certain. evils which do not now exist. It was intended, in fact, to check what was practically a slave trade. The circum- atances under which coolie-emigration takos place now-a-daye have changed very much since the time this ordinance was passed, and it would have been wall for this colony and the over- crowded population of Southern Chins if the law as regards emigration had also changed. Although the working classes in the United States and Aus- tralia have partially and temporarily succeeded in their crusade against Chinese cheap labour, they have not succeeded in convincing all the world that the Chinese labourer is an undesirable person.
