The outline of his soheme, which His Excellency then submitted, was not such as to inspire any confidence 41 to its success. His Excellency was ean- guine; however, or expressed himself as being so and the Colonial Secretary (Mr O'Brien) disposed of the Independ ent Commission proposal by a few words af lofty official scorn, in which he express- ed the opinion that there was absoluta ly no need for such a commission, and added, for the benefit of Mr. Whitehead and the Unofficial Members generally, the information that, in his experience, such commissions were always failures, and usually achieved the unexpected. and most remarkable result of increas ing the cast of administration, instead of effecting any reduction therein. This, of course, was quite conclusive; for Mr | Whitehead and those who agreed with him must have felt themselves to un more babes and sucklings compared with Me O'Brien in experience of suck matters. Moreover, the Golonial Se orotary assured the Council that His Excellency would be perfectly able to do all that could be done in the way of retrenchment without the us sistence of a commission.
