Gap Rook telegraphic service is an ester failure. That is quite in spoort- ance with a prediction which we con- eidered it perfectly safe to make some time ago. As we pointed out at the time, a mest egregione blunder, was made" when the profour arcazzrēvid ezita for reparting the arrival of vessels from Gap Rook were canctioned. An on- tirely needless outlay of considerable magnitude was incurred in the erection of quarters on the Rock for the accom modation of a special staff of tele- graphiuts, who were understood to be required in order that the enormous taal of dispatching, on an average, fira wry short and very simple telegraphio messages per day might be satisfie torily accomplished. The cost of the staff, it must be admitted, is not onor- mous; in fact it ia a remarkably cheap. telegraphic staff, but in the complaint made by Mr Whitehead with regard to so many unexplained interruptions in the talagraph line there seeing to w to fark suggestion that as a "telegraphic staff it is somewhat too cheap. This 3.37 entirely coincides with the opinion which we have repeatedly expressed on 2.73 the subject. Mr Waitehead speaking as the representative of the Chamber of Commerce now expresses the opinion that the lighthouse keepers at Gep Book 216ought to be allowed to telegraph the 216 arrival of vessel. This is exactly the same opinion as that which we expressed when the signalling scheme was being 216 discussed. But the report on the cheme which was drawn by the Harbour Master and the late Captain Superintendent of Police (Major-General Gordon) insisted on the appointment of a telegraphis ata. It was a surprise to us that this absurd recommendation was approved, and we must confess that it is more than ever surprising to us. now. The Governor, in his reply to Mr Whitehead acceding to the Hán m Member's very reasonable request, said: From the first I was of opinion that the lighthouse-keepers might inder take the duty of telegraphing the arrival of steamers but I was inform- ed that their duties were too heavy for them to undertake that additional duty. I was not convinced of that then and I may any I m not convinced of it now." By way of comment on this statement we need only say that it is a great pity His Excellency sanctioned an expen diture of the necessity for which he was not convinced. It is all the greater a pity inasmuch as the colony can ill afford to indulge in any needless expen- much as His Excellency coalil very diture, and also, it may be added, inas easily have satisfied himself that the expenditure was absolutely unnecessary. It does not seem to have occurred to the two officials who drew up the tele graphing and signalling scheme to la- quire of the lighthouse-keepers them- alves whether they could undertake tho light and staple duties which the⠀⠀ tele- graphic staff seeuws incapable of per forming. As a matter of feet, thore need never have been the slightest Joubt, from the very first, that the bght house-keepers could easily undertake this work, nor that they would be glad to de so in consideration of its adding $10 a month to the present somewhat macagto salaries. If they are allowed to undertake the work now, the colony will have the satisfaction of knowing that it will be done at a smaller cost than beretofore and also that it will be muca better done.
