THE Hongkong Oda Volumes, who have begun their career by taking up the very large question What does Hongkong want? bara decided, by a majority, after devoting two evenings to the discussion of the question, that what the colony most urgently requires is Governmental Reform. This parti cular want has been felt for a long time, and the necessity for meating it havory frequently been urged. It may be said that the Odd Volumen' are att unrepresentative and irrespoù- sible body, and that their opinion in s Dattor of this kind counts for little or nothing; but it may fairly enough ba taken as an indication of the strength of public feeling on this subject when the membora of an association like this whose quaint and modest name. is suggestive of peanderings is the more recluded by-paths of literature-make an incur sion into the highway of public lile for the purpose of declaring to all whom it may concern that Hongkong wants several things and that its particular and immediato want is Governmental Reform. The Volumes, as we have indicated, were not quite uosnimous on the point. There were those that raised their voices (if volumes oan be said to do so) for a Municipal Council, while others eried for increased educational facilities but Reform, in the Gore- ment was declared, by a majority of six over the educationats, to be what. Hongkong most requires. It is gratify- ing to find the mambers of this associa 221tion signifying in a memer so. emphatic that they are public-spirited citizens first and Odd Volumes afterwardi, We are always bewailing the want of public spirit la this Colonial-Office-rid- den community, but bero is a demonstra- tion winch may be taken as affording a hopeful sign of a growing popular interest in the governmental affairs of the colony. We may look upon it as the small beginning of a public fealing which, properly directed, will be powerful influence for good in the fature of the colony.
