It would be an easy enough thing, and certainly very advisable, to exterminato by some morciful means the outcast class of animals from which the chief danger of hydrophobia is to be appre- hended; the ownerless doge whose lot is only one of hunger, filth and diseaso There is, however, another class of canine unfortunates whose num- ber might well be diminished; those whict, having owners, are yet entirely uncared-tor. either as regards their food, their health or their claatliness. Strictly speaking, no one cught to be allowed to keep a dog who will not devote some attention to the creature's wants and take some little trouble to see that it is, kept in donith. Obviously it is impossible to obtain any absolute certainty in every case f the possession of this qualification for dog ownership, but the establishment of a system of registration, including the payment of a small annual fee, would enable the authorities to get some guarantee at least to. that eller, as it might fairly enough be as- sumed that if a man took the trou- ble to register aapually and pair the registratior fee he would not be altogether indifferent to the welfare of his dog.
