ing in the Colony, we should say that. tha prospects of establishing and main taining an auxiliary corps of even 120 men are not very bright. When the Volunteer Committee submitted its vory elaborate and exhaustive report recently, we expressed the opinion that the schente recommended was much too- large for Hongkong. the force, on condition that by the end of the present month 150 men should have expressed themselves us willing to az: join the corps, and to abide by the con- 22ditions of a Volunteer Ordinance to be passed during the present session. !fact in wildinonal voluntary contribution towards the defence of the Colony, would appear, to say the least, somewhat incongruous. It would be well, there fore, that the unofficial members of the Legislativo Concil, if ever they are called upon to pass the extra votes, should make it as clear as possible that these are not to be regarded as a volun- tary augantation of the military con tribution, which they have already pro- tested against as extortionate, or us in PARISIANS. u., &; &c. any way relieving the loine authorities of their obligations in the matter of making adequate provision for the de- fence of the island. If 120 men signity their desire to earof themselves in a local volonteer force, by all means let that very laudable desire bé gratified if possible The cost of gratifying it; ws maintain, ought to ha detrayed from the anaual military contribution. On Major General Backer's own showing, it would be to the profit of the War Office if it were so defrayed, as the service which the volunteers eculd render would ba very cheap service compared with that of the regular troops. But as there is no hope of such a deduction being made it ought to be distinctly understood that whatever may be rated for the

the intention, that this and every other colony under the crown should pay for the whole of its land dofonce; and he proceeded to say that we may either contribute money or men. Now, that is a reason which ought not to be admitted for a single moment. This colony, like some of its sister Crown colonies, bes strenuously although no- successfully opposed the sutra- geous increase in its military con tribution which the home authorities demanded two years ago, and it would of be a very extraordinary thing if it now recognised, and admitted as just the principle on which that increase was made. The best reason that could be adduced in support of the resolution is that the small but bigbly efficient corps of are tillery under Capt M'Callum's com mand deserro all the encouragement and assistance that can be given to them.
