With re- gard to the matter on which they made their most decided stand-the motion to reduce oficial salaries--they will undoubtedly find that their appe- rent victory really means utter defeat. There will be ao reduction of salaries, and we can hardly think that day bem- ber of the Council can be in the lenst doubt upon that point. Whatever may be said about the wisdom or the ua- wisdom of the recommendation which two years ago resulted in a general in- crease of afficial salaries, there is no suf- ficiens reason at present for asking the Secretary of State for the Colonies reduce these salaries. It is tras that the financial condition of the colony is not so satisfactory as it was in 1890; and it is also true that house-rent- the high rate of which was one of the chic reasons for recommending ths recent increase is now much lower than it was two years ago, but it would be absurd to say that these are: sufficient reasons for asking that the salaries of Government employés should be lowered to what they stood at two: years ago. We do not believe that the rejection of the proposal of the un- official members to regard to this mat- ter will cause any disappointment among the general community. In- deed, wa may go so far as to say that it will cause little disappointment to the unofficial members themselves; for we takeit that this proposal is intended main- ly as a demonstration of the fact that the naoficial members exist" sad that they may stand up for an opinion of their own, which may not be the same as that of the Secretary of State for the Colonies. Although the notion for the reduction of salaries may, and no doubt will, prove to be utterly futile so far as its ostensible object is concerned, it has been the means of showing that the unofficial members can pull together, which is a much more important and
