THE proposal to spend the enormous sum of $250,000 in gaol extension will shortly be submitted to the Finance. Committee of the Legislative Council. It is a proposal which is the result of what, we presume, can only be described. as the imperative commands centained in a certain confidential despatch' from Lord Knutsford to the Governor. Accord- ing to the report of the Prison Accom modation "Committee, these commands. related to (a) the enlargement of the presant prison aroa, (b) additions to the existing prison buildings, (c) additional space for exercise and for "workng of prisoners, (2) the provision of separate calls for the total number of male pri soners belonging to the criminal class. The Committee, it appears, ware", not Jasked to discuss, nor even to take into consideration at all, the question of the necessity for all or any of the extensions and alterations mantioned. The Se- uretary of State had suftled that point for himself; and the Committee were called upon to report on the best means for giving effect to the Secretary of State's idea, and on the cost which this would entail.
