in the form of a military contribution. Were there any actual need for a Volunteer corps of two batteries, adalı a that proposed, the objection as regards expense might possibly be overcome; but even in that case we doubt very much bother a force of two hun dred men could be raised, not to say permanently maintained, in Hongkong. There

But we would ask any mem ber of the Committer whether, on due reflection, he considers that the idea of Tom of one class standing shoulder Lo shoulder in the ranks with Dick or Harry of another class, it at all conceivable i On the whole, we think. the Committee will have to satisfy themselves with some- Farmi-thing on a smaller sole than that which they propose, and that the mod Eca tions which they are asked to make will require to be pretty extensive. In the first place, we should like to sea them recommend that the Maxim gans those twelve white elephants which the colony bought when it didn't know what it was doing-should be disposed. of at once, before they become anti- guated and deteriorate into old metal. In the next place, we should like to she the Committee give more weight to the fact that an Artillery Volunteer Corps, sithcugh it is a very small one, already exists. Their suggestions, if directed to the enlargement and improvement of the present corps, would be more likely to lead to practical results than those, their report. which they have given The Hongkong Volunteer Artillery bas dwindled down to ite present somewhat meagre dimensions more from lack of encouragement then front say other cduas. It is only within the fast two year and owing to the representations of the present Commandant, we may say that they have been officially' ré cognised at all, and asked by the Genera in command of the Forces to take part in public parades and general outings with the Regalari. It must be remem. bered--and it constitutes a very strong claim on the part of the corps for generous encouragement that although they are not numerous they are in a high state of efficiency, and have shown

in former years, to be capable of doing very good work. In the mo- bilisation marcares which took place this year, although the muster wes only fifty, they were completely equip- arped, with their own signallers, ambu- laude corm and surgeon. The officers are all thoroughly well acquainted with their work and their claims in that ras. pect must not be ignored. As to the way in which the needed encourage- went with the view of augmenting the strength d improving the position of the corps should be given, there may be room for differance of opinion; but, at all events, it cannot be on the lines. Suggested by the Daily Press to-day- the formation of German and Portuguese companies, and of a band, and the presentation of colours--worked-by- the fair fingers of Hongkong ladies. With respect to these suggestions it is enough to say that they are all propos terous, and tlnt some of them are utterly impossible. We hope, however, that the Committee will consider this point as fully as they have considered test of the others relating to the question of volunteering in Hongkong, and that they will be able to offer some practical suggestions thereon.
