The ten- deny which the Government has un- fortunately manifested during the last few years of driving the hardest bargains for land, and the disposition shawn by throwing difficulties in the way of residents at Kowloong and elsewhere in obtaining the most reasonable con- cessions, have gained for the Govern ment a reputation savouring more of the land-jobber than of the paternal ruler. This tendency, moreover, has been displayed in the teeth of a Land Com- mission Report, which advocated 18 policy entirely different, and strongly recommended the adoption of a course which would facilitate instead of clog- ging the acquirement of land upon beral terms. In the face of this, it may strike ratepayers as somewhat psenliar that this same niggardly Government which haggles over every little watter connected with land, should conceive a scheine which must; on its own show- ing, put five and three-quartor millions of dollars into the pockets of marine lot-
