I confess my sympathies, he says, are with those. who consider that all matters of public expenditure should be matters of public discussion. That is a creed to which no taxpayer can take exception, as it covers the whole ground of the argu ment. If carried into practice, all the just claims of the community in respect of publicity must be met; and indeed the Governor already speaks of large steps towards pablication for the satis- faction of the public who pay the taxes, Indeed, the tone adopted by the "Fro- sident of the Council in this matter and the consideration which he has pro- mised to give to carreat opinion, cannot fail to impress residents here with the conviction that Hongkong bas once again been blessed with a constitutional Governor. Sir William Des Voux's re- gime therefore bide fair to be a blessing to this long-suffering community. There was a ring of honesty and fairness in the Governor's utterances yesterday which was most reassuring, in view of past experiences. There was no sup- pression of the truth, or suggestion of the false, there were no high-sounting words, no pompone periods of salt lauda: tion, and an utter absence of classical quotations. Instead of the well-known reference to the experience of a quarter of a century in various Colonies, we have the plain statement that our ruler is a newcomer who promises to seek the aid of local experience in arriving at a just estimate of tool te quirements.
