The position in which Hongkong is placed at the present time is much more serious then residents generally be- lieve. That the tax-payer of the Colony exhibit no antgual anxiety as to the welfare of their local interesta and rights nimest amounts to an admis- sion that the Colonial Office and the War Office authorities are quite justified in getting all they can from Hongkong and in assuming waterer rights they desire to exercise in this dependency of the Crown. Did there not exist a sem- biance of a constitution in this Crown Colony, and were there not three or four men in the Councils of GuyAromant who are supposed to represent the in- terests of large sections of the people, it might be opensable to let things take their natural course. But even al- though the pretence of popular repre sentation as a mild sort of fiction, sull its existence places upon those repre- sented a clear responsibility. Those who represent the people are bound to do so to the best of their ability, and to etrain every nerve to put the publis interest forward in the straightest and most disinterested way possible.
