It is difficult to explain the ignorance or mistaken impri here sidunitted in the face of the new Order in Council, which so distinctly states that German vessels may bring into Singapore docks passengers in such number ns may be allowed and presorbed by any certificate or lisense issued by the proper German Consular sathority at the Treaty Port from which she has cleared in accordance with the German Consular law for the time being applicable to suck ships.As, however, many Bingaporeans may be unable to realise this manifest fact, and may there by fail to see the force of the complatate made against it, the grievance is here once more stated. For years the law in Singapore placed a ban upon the ad- mission of Chinese deck passengers at that portin stoomers arriving there from this part of the world, and in so doing it defed equally the law of Hong- kong and the Gorman Consular Law. Under German Consoler Law a greater number of passengers may be parried by a licensed passenger atanmer than that allowed by the law of Houg kong; but the Germans interested wera won tu conform to the Hongkong law oven when they were in their own Cón- sular jurisdiction at the Treaty Porte When therefore, they were finad in Singapore, after having complied with all the provisions of the Hongkong passenger laws, their grievance was clest and unquestionable What could they think of a nation which permitted sich an unjust and absurd conflict of law to exist! Upon their appealing against this ridiculous anomaly, the ban placed upon dock passengers was spoedi- removed. But what was their astonish ment on discovering that they had got. more facilities than they ever could bave even dreamt of the Singapore authori- ties had opened their gates to as many. deck passagers ns: German Consuler law was pleased to permit even although it was well known that the British limit. was much less than the German. It is extremely difficult to understand why the Singapore, Government, or rather the British Imperial authorities, should have gone out of their way thus to place their own nationals at a disadvantage as compared with the owners of any German ship. An entire ignorance of the bearings of the case is the only reasonable explanation of such action;- and while this inability to comprehend mercantile questions is becoming one of the chief characteristics of Loglish official life, it is steadily placing the British merchnet at a disquesutage l'us d

The puzzled cons adopted by the writer in the Straits Times, when he wondenegly asks who is to decide as to the measurement for passengers,——is somewhat amusing in face of the ob structions hitherto placed in the way of the reasonable admission of deck, pas sengers at the port of Singapore. The Homa Governinent, or the Straits Go- vermont, having made the fatal mis- take of giving up their own powers to Germany, it rests with them to gat out of the difficulty, as gracefully and offec- tually so they can. Doubtless the Hoog. kong General Chamber of Commercewill do its part in the fight But that a most
