While the Russians were defooting and massacring the Akall Tekkes at Gook Tipé, England was taking up the railsof theintend- od railway from Quetta to Candahar. When the agreement was occupied by Russia in December 1872 that Afghanistan should, to regarded as a neutral zone, England proceeded to alienate the Ameer by neglect and masterly inactivity, by which means the Afghan wars wore developed. In this almost insane miamangement, the Liberal and Conservative leads come in for nu
equal amount of censure from Mallsson
and other suthorities. And while all these blunders were being mads, Russia carried on her march, but, like the mole, it was often prosecuted underground, while the moat unblushindy isise assurances continued to be given from St. Petersburg that Russia did not care to go southward. The six- months' Afghan. war of 1878-79 gave the English rukne of India splendid oppor. tanity of making. Afghanistan both a moral. and physical barrier against aggression. Here, however, the astuteness of Lord Beaconsfield was sadly at fault. He scri- ficed the opportunity, and gave vent to ♣ 730 fine phrase, the scientific frontier,
and nothing more. This frontier wag not scientific in the smallest Bone was simply no frontier, and the whole of the diputed points which have since arison owe their origin to this blunder the high-sounding description of which tickled the sams of the English public. How it comes about that the almost uniona voice of the high-minded and disinterested military authorities on these questions has beon so penistantly disregarded by thostatos men of both political parties, is one of those onrisaities of history at which all im partial nos stare and marvel. Sir Edward Hamley, the great strategist, came forward and denounced the scientific frontier, explaining that Candahar was the client point to be guarded.
