Chinese
His Majesty the Emperor of China and the President of the French Republic, boing now willing to arrange matters which are from the interests of then bare nations being aimultaneously involved in Annam, and which gradually assumed the character of a political rupture, and being further desires
neighbouring States, it is now desired to duly realise his object by France opening
up
roads in Tonquin and promoting tho early construction of railways; and it in agreed that if in the futuro China desires to lay down railroads, the advice of French experts shall bo available for this purpose. And in the matter of securing the necessary labour, France will help to the nimest, wile it is clearly understood hatween the two Parties that this clause is not to be con- strued as confining those advantages to France alone,
