This at least is due to future generations; otherwise the progress of the world and Hongkong way ba seriously rewarded. The Colonial Secretary, it may be noted, said that it was quite impossible at the present moment to do anything to Ped- der's Wharf, because a great deal of consideration had to be given to the ques- tion of its reconstruction with wood, iron, or stone. It will be seen that the great deal of consideration may lead to another lipse of the vote; when the 'great deal of consideration may have to be done uver again, four or five years bence. The Colonial Secretary cannot be held responsible for the fact that the Taitam Water Works will not be com plated for two years yet; but if the new High water at Whampoa 2 hrs. 30 or three years, that is surely no valid, wharf cannot be fatshed for say two. mins.
