There can be no doubt that this blind sense of security, su faithfully cultivated by both Conserva- tives and Liberals during past years, nearly led the country into disaster, during the last political crisis. And the ebfef lesson to be learut from that fortunate csoape from the calamity of a reverse on the sea or elsewhere is, that the British power should ever be in readiness to defend the British Empire at every point. One of the most satisfactory proofs of the great and varied resources of England was brought to light in the fine fleet of steam-cruisers which was developed from the fast steamships of the various mer- cantile lines. the increase in the size and importance- of our Colonial and commercial interests. The indictment against the powers that be could be made even heavier by n comparison between the fast cruiser and torpedo fieets of England and other nations. This, however, is going over old ground. But worse remains. So accustomed have Englishmen become to regard their fleets o invincible, that they not only neglect their Navy, bat forget to furtify their coaling stations!" It would be more accurate to say that they take about a quarter of a century to evolve schemes for fortifications, and then begin to make guns for the same which require three or four years to make. The Hongkong defences, or rather the lack of defences in Hong. kung, are not peculiar, but representa dive; and Singapore is even more lu Deed of protection than Hongkong bus ever been. But the Singapore people possess some form of representation at Home which this Colony does not pos sess, and the claims of the Straits Settle- ments are more likely to be listened to and recognised than these of Hongkong, now that the immediate cause of danger his passed away. It will probably be thought by some that it is hypercritical to assume that a series of delays like those already experienced bare will ever be witnessed again, It may be so, and we hope that it is so. But it is safer to place on record the deliberate conviction that, unless the Home authorities ore literally compelled to complete the de fences of this Island, the fortifications will not be finished for years to come. The duty of jogging the memory of thats concerned must asinrally fall upon the anofficial members of the Legislative.
