Singapore is indeed fortunate in having un able officer of the Royal Engineers in the position of hand of the Public Works Department, whose experience and talents peculiarly fit him for tho work into which he lias now thrown ali bis energy. But the incident is "ang-. gestive, inasmuch as it shows how much faight be done were the Home Govern- ment only sufficiently alive to the great necessity for promptitude and despatch. The money has been voted for the for- tifications, and the guns have been promised; but unless some very strong and determined measures be taken to insist upon their completion, the game of the last twenty years will be pro- longed, and residents will be treated to a series of scares, recurring peri- odically as each politicul situation taxes a dangerous turn.
