We are of opinion that if some other company would consent to the terms necessary to conclude a Butisfactory postal contract, it is quite possible to in some ways improve on the present spotem, We have ascertained that the £6000 which is to be annually paid to London represents only a modicum of the loss to the foreign mail Department of the United Kingdom from the existing con- tract, and does not represent the entire cost to this Colony of our present English mail service. Under the ex- lating contract we pay to the Imperish Post Office in London fourpence out of avory fivesence of postage on letters despatched to the United Kingdom, whilst she Imperial Post Office likewise retains fourpence out of every fivepence of postage on letters forwarded to China. By this method the nett Te vee of ar colonial Post Office is derived entirely from the remaining penny on International Postage and the profit on local postage. In late years the nett postal revenue has varied from thirty to forty thousand dollars a year, and with this balance the community

the Postal Authorities of the mother country relieved us of this entire sun by the extra charge of £6000 which bas to be paid oat of the penny which remained to Hongkong. So that the Colony pays yearly to the United Kingdom a au considerably in excess of the gross ravenue derived from the postage on International mile; or, to put it more clearly, a letter on which fivepence is charged for transmission costs nearly ninepence to the colony and thus represents a houvy loss. If, however, the colony subsi- dized its own line of steawers to call at Brindisi or Naples for the mails for Hongkong, early the whole of the postage on letters despatched from, or received by Hongkong, would bo paid over to this colony. During the past year the stuns accruing from the mails for the United Kingdom alone would have amounted to $45,000.
